Health Care Market Oversight

Through the Health Care Market Oversight (HCMO) program, the Oregon Health Authority (OHA) reviews proposed health care business deals to make sure they support Oregon’s goals of health equity, lower costs, increased access, and better care. The program applies to mergers, acquisitions, and other business deals that involve health care entities and meet certain criteria.

Submission Forms
OHA updated all submission forms for the HCMO program. To help with this transition, OHA is implementing a grace period through September 30, 2026. During this time, OHA will accept either the current or previous versions of the submission forms. To learn more, visit the "Submit a Notice" webpage.
