Through the Sustainable Health Care Cost Growth Target (CGT) Program, the Oregon Health Authority (OHA) sets the expectation that total health care spending should not grow more than a certain percentage each year.
Each year, OHA collects and reports data to understand Oregon's cost growth relative to the target and to understand what is driving health care cost growth in the state. Health plans and provider organizations with cost growth above the target without an acceptable reason may be held accountable.
