Vision

OEBB works with employers, members, plans, and providers to offer benefits that:
  • Support better health
  • Improve care
  • Keep costs affordable
We focus on real results. This includes improving health outcomes, offering high-quality care, and making sure plans deliver value.

What guides our work

We design and manage benefit plans to:
  • Support Oregon’s health system goals: better health, better care, and lower costs
  • Improve member health through programs with measurable results
  • Offer quality care at a cost members and employers can afford
  • Hold health plans and providers accountable for outcomes
  • Help members take an active role in their health
  • Work in partnership with employers, members, plans, and providers
  • Follow all state and federal laws

Guiding Principles for Benefits

State law (ORS 243.866) outlines what OEBB must consider. The Board uses these principles to guide decisions.

Choice and flexibility

Members can choose from a range of high-quality, affordable plans. Employers can select options that meet their needs.

Competition and value

We support a competitive marketplace that improves quality, service, and cost.

Performance and transparency

We review plan performance, including quality, service, cost, and outcomes.
We also support clear, useful information so members can make informed choices.

Customer service

Members should receive timely, accurate, and helpful service—from enrollment through claims.

Innovation

We look for evidence-based, effective approaches that improve health and reduce costs.

Total compensation

We consider how benefit costs affect overall employee compensation.

Health and wellness

We support programs that improve health and are proven to work.

Affordability

We consider both current and future costs for members, employers, and taxpayers.
