Dependent Eligibility Verification (DEV) Audits

In 2017, the Oregon legislature passed a law that requires the Public Employees' Benefit Board (PEBB) to verify your dependent(s) eligibility. The purpose of this review is to ensure that only eligible dependents are receiving PEBB benefits. This helps keep health care cost down.

Who's included?

All active employees and retirees who have dependents listed in the PEBB Benefits Management System (your member account), even if a dependent isn't currently enrolled in benefits coverage must reply and confirm eligibility for any dependent(s) listed on the Dependent Eligibility Worksheet. This must be completed by the due date listed on the Dependent Eligibility Letter to continue benefits coverage for the listed dependent(s).

How do I complete the review?

After you receive your Dependent Eligibility Verification (DEV) Review letter from PEBB:

  1. Carefully review the documents included in your DEV Review Packet.
  2. Confirm eligibility status for your dependent(s) listed on the Dependent Eligibility Worksheet sent to you by:
  3. Send copies (not originals) of all required documents along with your Worksheet before the due date on your DEV Letter to PEBB.

*All documents sent to PEBB are destroyed after eligibility is confirmed.

What documents are needed?

Lost Records?

If you've lost or no longer have access to the required documents you'll need to make a Vital Record Request. Vital records are the legal document that record vital event, such as: birth, death, marriage, divorce, adoption and Court-Appointed Guardianship. Birth Certificates are the first document asked for to prove someone's identity.

Is my dependent eligible?

Disabled Dependent Child

If your child has a qualifying disability and you want to continue their coverage, you must apply before the child reaches age 26.

  • Contact PEBB up to 60 days before your child turns 26.
  • Coverage won't continue automatically, even if the carrier (Moda, Kaiser, Providence) knows about the disability.

To meet eligibility requirements, all the following must be true:

  • Your child can’t support themselves due to a developmental disability, physical disability, or mental illness.
  • A medical provider confirmed the disability before your child turned 26.
  • Your child has had continuous health coverage (no breaks).

AND one of these applies:

  • You claim your child on your federal tax return
  • You have legal guardianship ordered by a court
  • Your child files their own tax return and earns less than 150% of the Federal Poverty Level (FPL)

Ask your doctor to send proof of disability to your medical carrier (Moda, Kaiser, Providence)

  • Use your medical carrier’s Disabled Dependent form which you can ask for to get approval from the carrier.
After your child is enrolled as a Disabled Dependent, you must continue coverage for the child to stay eligible.
  • If you stop PEBB coverage for any reason other than loss of your own coverage, you cannot re-enroll the Disabled Dependent child in the future.
  • If you become eligible for PEBB benefits again and want to cover your Disabled Dependent child, you must show that you continued coverage for the child during the gap that you lost eligibility (no breaks in coverage for the child).

Important: You may owe extra taxes (called “imputed income”) for covering someone who isn’t a tax dependent. A tax dependent is a qualifying dependent who relies on you for financial support and is claimed on your tax return.

What you need to do now?

Send copies of these required documents for you Disabled Dependent:

  1. A copy of their birth certificate AND
  2. A copy of your Proof of Guardianship or tax status to PEBB.

Privacy of your information

Our member’s information and privacy is very important to us. All information that the member provides for the dependent eligibility review will be kept confidential. Copies of documents submitted to PEBB will be destroyed following verification of the member’s dependent(s). No documents will be retained! That's why it's so important that members provide only copies of the documents.
