Jessie Pavlinac, MS, RDN-AP CSR, LD, FNKF, FAND received her BS in Zoology from Oregon State University and her MS in Nutrition Science from University of Wisconsin, Madison and a MS in Healthcare Management from Oregon Health & Sciences University (OHSU). She retired as Manager of Clinical Nutrition at Oregon Health & Science University (OHSU) in 2020 where she practiced for 41 years in the areas of renal and transplant nutrition and clinical nutrition management. Jessie is currently an adjunct instructor at OHSU and Rutgers, and an associate instructor at Clackamas Community College. Jessie is a former president of the Academy of Nutrition and Dietetics and still serves on several committees.
Jessie has received several honors including the recipient of the Academy of Nutrition and Dietetics Medallion Award, Fellow of the Academy of Nutrition & Dietetics, Fellow of the National Kidney Foundation the Oregon Dietetic Association Award of Merit, the National Kidney Foundation Council on Renal Nutrition Recognized Renal Dietitian, the American Dietetic Association Council on Education, Outstanding Dietetics Educator, and 2010 Winter Olympic Torchbearer.
Jessie is a native Oregonian who grew up in Roseburg and still has family ties to that community. Jessie and her husband Randy operated his family berry farm in Oregon City for 20 years.

Graham McPartland is a licensed optometrist in Oregon and Hawaii, with training completed at Tripler Army Medical Center and the VA Pacific Islands Hospital in Honolulu. In his clinical practice, Dr. McPartland focuses on corneal disease, diabetic eye care, and ocular trauma. Apart from his career, he revels in outdoor activities, emphasizes physical fitness, values time with his four children, and is committed to community engagement.
Dr. Kimberly Queen

Dr. Kimberly Queen, DC, DACBN, MS, CNS, LD, CN, is a Doctor of Chiropractic (University of Western States, OR) and Diplomate with the American Clinical Board of Nutrition. She received her Master of Science in Human Nutrition from the University of Bridgeport (CT) and her Certified Nutrition Specialist credential (CNS) from the American Nutrition Association. She is a Licensed Dietitian (OR) and Certified Nutritionist (WA).
She practiced clinical nutrition for 23 years before transitioning to full-time teaching. She is currently an Associate Professor teaching multiple courses in the BScN/MScN Nutrition Programs at the National University of Natural Medicine (NUNM) in Portland, OR, and Clinical Nutrition Curriculum Director in the School of Undergraduate and Graduate Studies. Her professional duties include developing the clinical nutrition curriculum, authoring the Standards of Clinical Performance and Postgraduate Clinical Internship Guidelines, and supervising CNS candidates. She was recently appointed to the Accreditation Council for Nutrition Professional Education (ACNPE) task force to develop accreditation guidelines for the Supervised Clinical Nutrition Practice Experience.
Dr. Queen, by nature, is a bridge builder, endeavoring to promote mutual understanding and cohesiveness among individuals and groups with contrasting points of view. At NUNM, she actively participates in multiple committees, including the Clinical Standards Committee. She is valued for her consistent focus on maintaining inclusivity and positive communication among administration, faculty, the student body, and staff. Her peers elected her as Chair of the Faculty Senate, where she worked with faculty and the Chief Academic Officer to coordinate academic activities and write institutional policies.
Dr. Queen approaches all of her personal and professional activities with a spirit of charity, expressed through cultural humility and driven by concerns for health equity and social justice.
Caitlin Sloane

Caitlin Sloane, MS, RDN, CD, LD is a Registered Dietitian Nutritionist licensed to practice in Oregon and Washington. She completed her dietetic internship and earned her Master's degree in Nutrition Science from Samford University, receiving her RDN credential from the Commission on Dietetic Registration in 2018. Caitlin brings a compassionate, evidence-based, and holistic approach to nutrition care, specializing in intuitive eating, food and body liberation, disordered eating, diabetes management, digestive health, autoimmune conditions, and complex health issues.
Her work centers on helping clients reclaim quality of life, improve their relationship with food and body, and foster long-term well-being beyond weight loss or calorie counting. She is a Certified Intuitive Eating Counselor with additional training in functional nutrition and therapeutic cooking, and her lived experience with chronic illness has shaped her deep commitment to providing individualized, trauma-informed, and person-first care.
Caitlin's professional roles include serving as a board member for the Columbia River Eating Disorder Network, acting as a preceptor for dietetic interns, and providing supervision for early-career dietitians. She is also an active member of the Columbia River Eating Disorder Network (CREDN), the Association for Size Diversity and Health (ASDAH), and the Association for Weight Inclusive Medicine (AWSIM).
Outside of her professional work, Caitlin enjoys traveling, spending time with her family and animals, reading, hiking, cooking, and exploring new restaurants.
Oleg Balter

Dr. Balter is a board-certified Family Medicine physician and U.S. Navy veteran currently practicing at Adventist Health Portland. He brings a mission-driven, nutrition-focused approach to care, with a deep commitment to improving the health and well-being of Oregonians through sustainable lifestyle and dietary interventions.
Originally from Belarus, Dr. Balter immigrated to the United States as a refugee and was raised in Texas. He earned a Bachelor of Arts in Political Science from the University of Texas at Austin in 2006, then biked across North America with Texas 4000 to raise funds and awareness for cancer research. In 2012, he earned his M.D. from the University of Texas Health Science Center – San Antonio and was commissioned into the U.S. Navy.
His military career included a General Surgery internship, deployment as a Battalion Surgeon with the U.S. Marine Corps in Australia, and service as an Independent Duty Corpsman Instructor at the Surface Warfare Medical Institute, where he also supported international medical diplomacy. He completed his Family Medicine residency at Naval Hospital Camp Pendleton and supported COVID-19 emergency operations as a staff physician.
Dr. Balter's approach is rooted in prevention, whole-person care, and cultural humility. He integrates evidence-based dietary counseling into his clinical practice and is expanding his work in health coaching and lifestyle medicine to better support long-term health outcomes across Oregon communities.

Violations of Oregon Public Meetings Law
There are mandatory prerequisites for submitting Public Meetings Law complaints to the Oregon Government Ethics Commission (OGEC). These prerequisites also apply to executive session complaints. If you fail to satisfy the mandatory prerequisites before filing your complaint with OGEC, the OGEC has stated that it will dismiss your complaint.
If you are comfortable addressing your public meetings law concern directly with the Health Licensing Office (HLO) instead of filing a formal complaint, then the HLO invites you to do so. However, if this is not possible or if your concerns remain unresolved, the OGEC has the authority to enforce public meetings laws.
The OGEC offers a complaint process to submit alleged violations of Oregon public meetings law. Information about the process and frequently asked questions can be found at: https://www.oregon.gov/ogec/public-records/Pages/Complaints.aspx.
In accordance with the mandatory prerequisite of filing a written grievance with the public body before filing your complaint with OGEC, you can submit the “Oregon Public Meetings Law – Complaint Form" to Josh Page through one of the following methods:
