The new Oregon E-Cycles program will begin on Jan. 1, 2026. HB 3220 was signed into law in 2023. This law modernizes the Oregon E-Cycles program by expanding the types of electronic devices that will be accepted by the program and strengthening the convenience requirements for program services. Program plans from prospective producer responsibility organizations, or PROs, were due by July 1, 2025, for the 2026 program year.
On Aug. 29, 2025 DEQ responded to producer responsibility plans for the 2026 program year.

Manufacturers
Manufacturers of covered electronic devices have obligations under the Oregon E-Cycles law. Manufacturers must register and submit sales data annually with DEQ, must designate a PRO and must fund the program.
Prospective PROs
Producer responsibility organizations designated by manufacturers must submit a program plan to DEQ for review and approval.
On Oct. 13, 2025, DEQ received revised plans from prospective PROs. As required in statute, DEQ has 45 days to review and approve, conditionally approve or reject plans.
On July 1, 2025, DEQ received two program plans for the 2026 program year. As required in statute, DEQ has 60 days to review and reject or approve plans.

Note: Some content in the program plans has been redacted, as the PRO claims this content is confidential or trade secret. These items include references to financials, formulas, manufacturer and market share information, collection site progress, and compensation. DEQ has not yet made a determination in these claims of confidentiality.
Collection sites
With more than 180 across the state, collection sites are a critical piece of the Oregon E-Cycles program. Starting in 2026, there will be changes to the current program. Prospective PROs are working with collection sites to ensure a steady transition into the new program.
Retailers
Retailers that sell covered electronic devices in or into Oregon through all types of sales (in-store, catalog, phone and Internet) must follow certain requirements under Oregon's electronics recycling law.

Consumers
In Oregon, it's free and easy to safely recycle TVs, computers, laptops, printers, monitors and tablets, through the Oregon E-Cycles program. If you have large or heavy items (for example, console TVs), please call ahead to ensure the collection site has capacity to handle your items.
