Hazard Mitigation Assistance (HMA) Overview

Hazard mitigation is any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future.

Individual homeowners and business owners may not apply for HMA grants directly; however, eligible local governments may apply on their behalf. All eligible applicants, including special districts, must have a FEMA-approved Natural Hazard Mitigation Plan (NHMP) in place prior to applying for HMA grant program funding. Private nonprofits are an exception to this requirement (for post-disaster grant programs only). If your NHMP has expired, if you have questions pertaining to the NHMP requirement, or would like to know more about an extraordinary circumstances exception request pertaining to an expired plan, please contact the State Hazard Mitigation Officer (SHMO).

The five Hazard Mitigation Assistance grant programs funded by Federal Emergency Management Agency (FEMA) and managed by the state hazard mitigation officer include:

Submitting this form ensures that your grant proposal is reviewed by the State Hazard Mitigation Officer (SHMO) and is considered for inclusion in the Oregon Emergency Management's (OEM) library of eligible mitigation grant proposals, which is referenced when funding opportunities arise. It is an important first step in the grant application process.

Hazard Mitigation Assistance Contacts

The Mitigation Section falls under the Mitigation and Recovery Division (MARD) within Oregon Emergency Management (OEM). The Mitigation Section is led by a manager (Stephen Richardson) and the State Hazard Mitigation Officer (SHMO, Anna Feigum) who administer the HMA grant programs at the state level. The SHMO is the liaison between local entities and FEMA Region X for all non and post-disaster hazard mitigation assistance grant programs. The manager also facilitates quarterly meetings of the State Interagency Hazard Mitigation Team (IHMT). MARD includes a lead planner (Joseph Murray) who primarily works with entities on natural hazard mitigation plans. Joseph also plays an administrative role for the state IHMT.

Oregon Natural Hazards Mitigation Plan

The Oregon NHMP was reapproved by FEMA on September 21, 2020, and is effective from September 24, 2020, through September 23, 2025. It is now a "standard" plan versus "enhanced." Oregon's enhanced status was removed when the previous plan expired on September 23, 2020. 

Non-disaster Grants

Non-disaster grants are annual grant rounds of which the Notice of Funding Opportunity (NOFO) for each non-disaster grant program are published by FEMA around August/September of each year. The SHMO, upon receipt/notification of the FEMA NOFO, drafts and sends out statewide guidance for each non-disaster grant program annotating key dates, steps, etc. for Oregon specifically.

Building Resilient Infrastructure and Communities (BRIC) (new in 2020; replaced PDM)

Building Resilient Infrastructure and Communities (BRIC) will support states, local communities, tribes and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. BRIC is a new FEMA pre-disaster hazard mitigation program that replaces the existing Pre-Disaster Mitigation (PDM) program.

The BRIC program guiding principles are to support communities through capability- and capacity-building; encourage and enable innovation; promote partnerships; enable large projects; maintain flexibility; and provide consistency.

FY20 Oregon BRIC Timeline (anticipate a similar timeline for the FY21 BRIC round):

  • Federal NOFO sent out to statewide list: August 4, 2020
  • Initial Statewide Guidance sent out: August 24, 2020
  • Pre-application submittal (from local entity to SHMO): 11:59 pm PST on September 25, 2020

Flood Mitigation Assistance (FMA)

The Flood Mitigation Assistance Program is a competitive grant program that provides funding to states, local communities, federally recognized tribes and territories. Funds may be used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program.

FEMA chooses recipients based on the applicant's ranking of the project, and the eligibility and cost-effectiveness of the project.

With the exception of pre-applications for planning projects, FEMA requires state, local, tribal and territorial governments to develop or update, receive FEMA pre-approval, and then adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for hazard mitigation assistance projects. Pre-disaster Mitigation (PDM) (replaced by BRIC in 2020)

The SHMO continues to manage previous PDM grant rounds from 2019 and prior. If you have any questions in regards to previously submitted sub-applications, please contact the SHMO.

Post-disaster Grants

Post-disaster grant programs under HMA include the Hazard Mitigation Grant Program and Hazard Mitigation Grant Program Post Fire.

Hazard Mitigation Grant Program (HMGP)

FEMA's Hazard Mitigation Grant Program provides funding to state, local, tribal, private nonprofits and territorial governments so they can rebuild in a way that reduces, or mitigates, future disaster losses in their communities. This grant funding is available after a presidentially declared disaster.

The application period opens once the SHMO receives a 30-day estimate and the SHMO sends out statewide guidance including funding available under said disaster, timeline, etc., and closes 12 months after the disaster declaration date.

Hazard Mitigation Grant Program Post Fire (HMGP-PF)

Wildfires can destroy homes, businesses, infrastructure, natural resources and agriculture. They can also increase secondary hazards and leave areas prone to floods, erosion and mudflows for many years. FEMA's Hazard Mitigation Grant Program (HMGP) has Post Fire assistance available to help communities implement hazard mitigation measures after wildfire disasters.

The application period opens with the state or territory's first FMAG declaration of the fiscal year and closes six months after the end of that fiscal year. The SHMO will send out statewide guidance for HMGP-PF including funding available, timelines, etc.

The purpose of the HMGP program is to help communities implement hazard mitigation measures following a Presidential major disaster declaration. Hazard mitigation is any action taken to reduce or eliminate long term risk to people and property from natural hazards. Mitigation planning is a key process used to break the cycle of disaster damage, reconstruction and repeated damage. The HMPG is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

The FMA program is authorized by Section 1366 of the National Flood Insurance Act of 1968, as amended with the goal of reducing or eliminating claims under the National Flood Insurance Program (NFIP). FMA provides funding to states, U.S. territories, federally-recognized tribes and local communities for projects and planning that reduces or eliminates long-term risk of flood damage to structures insured under the NFIP. FMA funding is also available for management costs. Funding is appropriated by Congress annually.

With the exception of pre-applications for planning projects, FEMA requires state, local, tribal and territorial governments to develop or update, receive FEMA pre-approval, and then adopt​ hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for HMA mitigation projects. Subapplicants submit mitigation planning and project subapplications to their state during the open application cycle. After reviewing project and planning applications to determine if they meet the program’s requirements, the states, territories, or federally-recognized tribal governments prioritize and forward the applications to their FEMA regional office.

Planning subapplications submitted for consideration for FMA funding must only be used to support the flood hazard portion of state, tribal, or local mitigation plans to meet the requirements outlined in 44 CFR Part 201 Mitigation Planning. Funds are only available to support communities participating in the National Flood Insurance Program (NFIP).

Projects submitted for consideration for FMA funding must be consistent with the goals and objectives identified in the current, FEMA-approved, state or tribal (standard or enhanced) hazard mitigation plan along with the local or tribal hazard mitigation plan for the jurisdiction in which the activity is located.

Funding is limited and FEMA headquarters must make difficult decisions as to the most effective use of grant funds. FEMA awards FMA funds to state, U.S. territory, and federally-recognized tribal applicants, who in-turn provide sub-awards to local government subapplicants.

The PDM Program, authorized by Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, is designed to assist states, U.S. territories, federally-recognized tribes, and local communities in implementing a sustained pre-disaster natural hazard mitigation program. The goal is to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on federal funding in future disasters. This program awards planning and project grants, and provides opportunities for raising public awareness about reducing future losses before disaster strikes. Mitigation planning is a key process used to break the cycle of disaster damage, reconstruction, and repeated damage. PDM grants are funded annually by Congressional appropriations and are awarded on a nationally competitive basis.

With the exception of pre-applications for planning projects, FEMA requires state, local, tribal and territorial governments to develop or update, receive FEMA pre-approval, and then adopt​ hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for PDM mitigation projects. Project subapplications submitted for consideration for PDM funding must be consistent with the goals and objectives identified in the current, FEMA-approved state or tribal (standard or enhanced) hazard mitigation plan along with the local or tribal hazard mitigation plan for the jurisdiction in which the activity is located.

The following are eligible applicants to the PDM grant program:

  • States
  • U.S. Territories
  • Federally-recognized tribes
  • Local governments
Local governments are eligible Subapplicants and can sponsor applications on behalf of homeowners, businesses or private nonprofits to submit to the applicant. 
 
Subapplicants (i.e., local governments) submit mitigation planning and project subapplications to their state during the open application cycle. After reviewing planning and project applications to determine if they meet the program’s requirements, the Applicants (i.e., states, U.S. territories, or federally-recognized tribal governments) prioritize and forward the planning and project applications in a PDM grant application to FEMA. Locals should contact the State Hazard Mitigation Officer or federally-recognized tribal/local government official to obtain detailed information on the PDM application process.
 
Once FEMA reviews planning and project applications for eligibility and completeness, FEMA makes funding decisions based on the agency's priorities for the most effective use of grant funds and the availability of funds posted in the Notice of Funds Opportunity announcement on Grants.govThe PDM program is a highly competitive grant program.
