Certification for Testers and Specialists

The drinking water services (DWS) issues certification cards for Testers and Specialists on a 2-year certification cycle. 

Backflow assembly tester certification is required for people to test backflow assemblies in Oregon. If you are an Oregon licensed plumber or journeyman you are not required to have the certification, but it is strongly encouraged, since lots of water systems require the certification to submit test reports. 

Cross connection specialist certification is required for water systems with 300+ service connections in Oregon. 

Certifications expire on December 31st every two years. Expiration dates are based upon the first letter in the last name of the individual. A-K expire in even numbered years (2024, 2026, 2028, 2030, 2032...), and L-Z expire in odd numbered years (2025, 2027, 2029, 2031, 2033...). If you are applying for certification towards the end of the year, and you certification fee is $97.50 ($132.50 for a reciprocity application), if you don’t need the certification right away, submit your application in January to save yourself some money. 

If any of your contact information changes it is your responsibility to contact the Program with these changes. Failure to notify the Program of an address change will result in delayed renewal and in some cases lapsed certifications. New Backflow Assembly Tester Certification

Prerequisites
The following requirements must be met to qualify for Backflow Assembly Tester certification:
  1. Proof of education: This can be a copy of your high school diploma, high school transcripts, GED, college diploma, or college transcripts.
    Note: if you are submitting a copy of your transcripts, please highlight your graduation date. 
  2. Successful completion of an approved 5-day Backflow Assembly Tester course.
    Note: Your course completion certificate expires 12 months after you complete it, so make sure you submit your application for certification within 12 months of completing the course. If it’s been over a year, you will need to retake the course.
  3. A Construction Contractors Board license (CCB) or Landscape Contractors Board license (LCB) is required if you provide backflow assembly testing for a fee.
    1. The tester or the company the tester works for may have these licenses.
Public List of Backflow Testers
The public list of testers is a voluntary list, you do not have to be on the list. If you want to be on the Public Tester list, you MUST have a CCB or LCB license and provide your license number on your application, or send an email with the request. The tester or the company the tester works for may hold the CCB or LCB license.
The Process
  1. Complete the application:
    1. Social Security number and the applicant’s signature are required to process the application. 
    2. Proof of Education: You need to submit a copy of your high school diploma, high school transcripts, GED, college diploma, or college transcripts.
      Note: if you are submitting a copy of your transcripts, please highlight your graduation date.  
    3. Training Certificate: You need to submit a copy of your Oregon approved five-day backflow tester course completion certificate/letter.
    4. Payment (select one): 
      1. Credit Card: If you pay the fee online with a credit card you will be emailed a receipt. Include that receipt with your application packet. 
      2. Check: If you pay the fee by check, make the check out to ‘OHA Cashier’ and include the applicants full name in the memo. 
  2. Submit completed application packet by mail, email, or fax (please send it only once).

  3. Application is received and reviewed by DWS staff. 
    1. If any items are missing, DWS staff will reach out via email or phone.
  4. When your application is reviewed and approved, you will receive an email with a copy of your new certification card. A hard copy of your certification card will be sent to your mailing address. 
Fees
DWS has two certification cycles, and they are based on the first letter of your last name. The fees are prorated by 50% when DWS is halfway through the two-year certification cycle. Use the chart below to determine your certification fee.

Note: When we are towards the end of the year, and you certification fee is $97.50, if you don't need the certification right away, submit your application in January to save yourself some money by not having to renew right away.

Reciprocity
OHA may issue Backflow Assembly Tester certification based on reciprocity for Testers with current certification in another state equivalent to OHA standards, qualifications, and other requirements.

    1. Tester: Successful completion of 1-day or 2-day Oregon approved tester recertification course.
    2. Specialist: Successful completion of a 1-day Oregon approved specialist recertification course.
