This handbook is to help BHRN partners navigate the grant and answer questions. This handbook is for informational purposes only. It does not create any contractual or legally binding obligations.

In contrast, the grant agreement is a legally binding document. The grant agreement governs the rights and responsibilities of the parties. The grant has various requirements. It is the responsibility of each provider to read and understand their grant agreement.

If there is any conflict or inconsistency between this handbook and the grant agreement, the terms of the grant agreement are controlling.

Submittable resources:

The Submittable Reference Guide will help BHRN Partners navigate the quarterly reporting process using Submittable. Each section of this guide includes a paragraph that explains what data is needed and how each metric is defined. To support accurate data reporting and compliance, grantees must stay in regular contact with their grant administrator.

This guide should be used in conjunction with the Grantee Handbook, Submittable Grantee User Guide and the BHRN Data Dictionary.

Grantees can also use the Optional BHRN Quarterly Report Tool to support tracking data throughout the quarter. This can assist you while entering your Quarterly Report in Submittable.

ROADS Resources:

The ROADS BHRN Reference Manual provides definitions, rules, valid values, and scenario‑based guidance to help ensure accurate and consistent data entry. If the reference manual cannot answer your question, please reach out to ROADS@odhsoha.oregon.gov for assistance.
