Public Health Advisory Board (PHAB)



Oregon's Public Health Advisory Board (PHAB) is a committee of the Oregon Health Policy Board (OHPB) focused on public health Oregon Revised Statutes: Chapter 431. It serves as an advisory body to the Oregon Health Authority (OHA) and the OHPB to guide public health policy and priorities across the state, helping to ensure recommendations are grounded in community need and equitable practices. The PHAB provides recommendations on policy matters related to public health programs, provides a review of statewide public health issues, and participates in public health policy development. PHAB is a critical voice within Oregon's health system, connecting diverse perspectives from across local health agencies, community organizations, academic partners, tribal representation, and health equity experts.

Public Health Modernization

Public Health modernization is Oregon's effort to strengthen the public health system so it can better prevent disease, respond to emergencies, and promote health. PHAB provides the vision and direction for modernization by developing strategies to advance foundational capabilities, recommending accountability metrics, and advising on funding mechanisms to support system improvements.   Learn more about Public Health Modernization.​

Public Health Funding

While PHAB does not directly allocate funding, it plays a critical role in shaping how public health resources are prioritized. PHAB provides recommendations on funding approaches, incentives, and accountability mechanisms that support modernization and advance statewide priorities. ​

Accountability Metrics

PHAB is responsible for establishing and tracking accountability metrics that help Oregon understand how well the public health system is functioning. These metrics are used to track progress in statewide public health goals, identify gaps, inform funding recommendations and incentive structures, and support transparency across partners. ​

Health Equity

​PHAB ensures public health policies and resources are designed to advance equity for all communities by shaping how decisions are formed. PHAB does this by centering lived experience, asking equity-focused questions, and advising on how data, research, and funding approaches may impact communitites. ​

Partnerships and Engagement

​PHAB supports cross-sector partnership by elevating input from local public health, Tribes, community-based organizations, and other partners into a shared advisory space to inform recommendations for public health. 

PHAB Members

PHAB has 21 members, with 18 members that are governor appointed. Members represent different parts of Oregon's public health system including local public health administrators, community-based organizations, tribal representatives, healthcare partners (CCO/non-CCO), academic partners, health equity and metrics experts, and a member-at-large.
