SBHCs succeed through public-private partnerships among: The Oregon Public Health Division, school districts, local public health authorities, health care providers, parents, students, and community members. The SBHC State Program Office and SBHCs also partner with many state and national organizations. The list below includes key state and national partners.
State Partners
Healthy Kids Learn Better Coalition
This is a statewide partnership of organizations and individuals working collectively to promote policies and programs that will reduce physical, social, and emotional barriers to learning. HKLB Coalition engages in policy advocacy to support the health and well-being of kids, youth, and schools.
Oregon Department of Education (ODE)
This partner oversees the education of over 560,000 students in Oregon's public K-12 education system. ODE encompasses early learning, public preschool programs, the state School for the Deaf, regional programs for children with disabilities, and education programs in Oregon youth corrections facilities.
Oregon Health Authority - Child and Family Behavioral Health
This partner incorporates System of Care values, developmental science and trauma informed approaches, and champions approaches and champions effective and efficient statewide behavioral health services, support and safety for Oregon's children, young adults and their families.
This partner includes the
School-Based Mental Health Partnerships Program and the
Youth-Suicide Prevention Program.
Oregon Health Authority - Immunization Program
This partner works to reduce the incidence of vaccine-preventable disease in Oregon.
Oregon Health Authority - Oral Health Program
This partner is responsible for advancing evidence-based strategies to improve the oral health of all Oregonians.
Oregon Health Authority - Patient Centered Primary Care Home (PCPCH) Program
This partner administers the application, recognition, and verification process for practices applying to become Patient-Centered Primary Care Homes.
Oregon Health Authority - Reproductive Health Program
This partner works with clinics across the state to offer free or low-cost reproductive health services and birth control.
This partner develops and maintains partnerships to address barriers to health coverage access and system navigation for Oregon’s most vulnerable and hard-to-reach populations, and serves as the bridge between the community and the state of Oregon to support OHP eligibility and enrollment system improvement.
Oregon Health Plan Community Partner Outreach Program
This partner develops and maintains partnerships to address barriers to health coverage access and system navigation for Oregon’s most vulnerable and hard-to-reach populations, and serves as the bridge between the community and the state of Oregon to support OHP eligibility and enrollment system improvement.
Oregon Primary Care Association
This partner is a non-profit membership association of Oregon’s 34 Federally Qualified Health Centers (FQHCs), including two FQHC Look-Alikes.
Oregon Primary Care Office
This partner is part of the Oregon Health Authority’s Division of Health Policy and Analytics. The office provides access to critical information and data regarding health care capacity, quality, cost, and implementation of health care transformation.
Oregon School-Based Health Alliance
This partner is a statewide nonprofit that works to strengthen and sustain school-based health services and systems. Centering youth, they provide support to school-based health centers, other health systems, and school communities through technical assistance, advocacy, and youth-adult partnerships.
The OSBHA website provides resources and news on SBHC-related policy in Oregon, as well as tools and resources for operating a school-based health center and working with youth to strengthen services.
Oregon State Public Health Laboratory - Oregon Laboratory Compliance Section
This partner contracts with the Centers for Medicare and Medicaid Services to carry out the Clinical Laboratory Improvement Amendments (CLIA) in Oregon. Clinical laboratory regulations ensure laboratories follow state and federal regulations for clinical laboratory testing performed on human specimens, as well as non-medical (employment) substance of abuse testing, and health screening or health fair testing.
National Partners
Adolescent Health Initiative (AHI)
This partner works with primary care, school-based health and youth-serving organizations across 40 states to advance innovative adolescent-centered health care through practice improvement, education, research, and youth and community engagement. AHI provides training and technical assistance to help clinics better meet the needs of the young people they serve.

National School-Based Alliance (SBHA)
This partner is the national voice for school-based health centers. SBHA was built from the grassroots by individuals from the state and federal government agencies, national and regional foundations, child heath and education organizations, and SBHCs. SBHA advocates for national policies, programs, and funding to expand and strengthen SBHCs, while also supporting the movement with training and technical assistance.
The SBHA website provides information on advocacy and public policy, technical assistance and training, and evaluation and quality control information. There is also a listing of State SBHC associations, a resource listing, funding opportunities, and HIPAA resources.
The Center for Health and Health Care in Schools
This partner is a nonpartisan policy and program resource center located at The George Washington University School of Public Health and Health Services.
