Tobacco Prevention and Education Program Council (TPEP Council)

What is the TPEP Council?

On August 26, 2025, Governor Kotek issued Executive Order No. EO-25-10 creating the Tobacco Prevention and Education Program (TPEP) Council. The Council assists OHA in its commitment to end health inequities and effectively decrease statewide tobacco use across all Oregon communities. The TPEP Council advises and provides recommendations to the OHA Director on the following:

  • The goals, strategies, and desired outcomes of TPEP, including budget allocations, community engagement efforts, evaluation, training and technical assistance and communications;
  • Policy, systems, and environmental change priorities related to commercial tobacco prevention and cessation; and
  • The overall effectiveness of tobacco use reduction programs.

Who is on the TPEP Council?

The TPEP Council is a space to bring together different voices and perspectives of those working in tobacco prevention and those experiencing the impacts of commercial tobacco. The TPEP Council includes representatives from:

  • Local Public Health Authorities,
  • Regional Health Equity Coalitions,
  • Community-based organizations,
  • Advocacy organizations,
  • State agency partners, and
  • Community members who bring professional and/or lived experiences that add to the diversity of perspectives on the TPEP Council.
