Vehicles Temporarily Operating Outside of the Oregon Vehicle Inspection Boundaries

Requirement Summary

Or Vehicle Inspection Boundaries: the area South of the US-Canada border, North of lat line 40°N, and West of long line 121 W Vehicles registered in the Portland Vehicle Inspection Area and Medford-Ashland AQMA and are temporarily operated at an address located South of the US-Canada border, North of latitude line 40°N, and West of longitude line 121°W must comply with the following requirements (OAR 340-256-0370):

For vehicles operated within another Environmental Protection Agency approved Inspection and Maintenance (I/M) program area, compliance with the other state's I/M program requirements is equivalent to the issuance of a Certificate of Compliance.
For vehicles operated outside of the boundaries listed above, but not within another Environmental Protection Agency approved I/M area, DEQ shall issue a temporary exemption from Oregon I/M Program testing requirements until the vehicle returns to Oregon. Within 30 calendar days of the date the vehicle returns to Oregon it must comply with the Oregon I/M Program's test criteria, methods and standards.
For vehicles operated in Oregon, but East of longitude line 121°W, DEQ shall issue a temporary exemption from Oregon I/M Program testing requirements until the vehicle returns to the registered address. Within 30 calendar days of the date the vehicle returns to the registered address it must comply with the Oregon I/M Program's test criteria, methods and standards.

Test Available

If you are uncertain of whether the state where you are located has a vehicle testing program please review this Vehicle Testing Resource form below. When out-of-state testing is available, obtain a passing emission certificate for submission to DEQ's Vehicle Inspection Program. Attach a copy of the passing certificate to the form below. Following emission certification approval by Oregon DEQ, you may complete your DMV registration process.

Test Not Available

Vehicle owners residing more than 150 miles from the border, in states without a vehicle testing program, must provide verification of vehicle location. In these situations, please attach a completed Statement of Vehicle Outside of Oregon form (DEQ/VIP 9401) to the form below. After your Statement of Vehicle Outside of Oregon form is approved, your DMV registration process may be completed.
