Onsite Septic Financial Aid Program

The new DEQ Onsite Septic Financial Aid Program will improve public health and water quality by providing grants and low-cost loans to address failing septic systems. OSFAP will use $15 million in federal American Rescue Plan Act funds that the 2021 Oregon legislature allocated to DEQ. The legislature also prioritized the use of these funds for 2020 wildfire recovery. 

DEQ anticipates issuing the first grants to eligible third-party organizations (not individual property owners) beginning in Fall 2022. These organizations will then accept applications for grants and loans to eligible property owners with a focus on low- and moderate-income residents and communities that were disproportionally impacted by the pandemic. Information on this page will be updated as funding becomes available through sub-awardee organizations.

Current available funding through partnership with Craft3

DEQ and Craft3 are partnering to offer a unique financial aid package to help homeowners impacted by the 2020 wildfires. Beginning July 1, 2022, fire-impacted property owners can apply for both a loan and a grant to repair or replace their onsite septic system. Eligible borrowers will be offered grant resources on a sliding scale based on annual household income. This grant award can cover a significant share of project costs.   • June 15, 2022, to Aug. 5, 2022 - Request for 2022 Oregon Wildfires proposals
  • August 2022 - DEQ review of proposals and award notifications
  • Fall 2022 –  Selected 2020 wildfire project agreements finalized and funded
  • Fall 2022 – Anticipated second round proposals for wildfire and other priority projects statewide
  • June 30, 2024 deadline for sub-awardees to commit all funds to property owners[MD*D1] [HM*D2] 
  • December 2026 ARPA deadline for completing projects
