Phasing out prepaid coupons

As part of the continued phase out of prepaid coupons, beginning June 30, 2022, the Oregon Department of Environmental Quality will no longer sell prepaid coupons for emission certification payment at DEQ's Clean Air Stations.

To assist coupon users with this transition, Vehicle Inspection Program, will continue to accept or refund coupons already in circulation through Dec. 31, 2022.

Why phase out prepaid coupons?

Due to a significant decline in the use of prepaid coupons, increased administrative costs and availability of re-loadable payment cards, DEQ's vehicle inspection program will continue to phase out the usage of coupons.

We want to provide information to help you make informed payment decisions.

We have selected some articles about loadable payment cards that explain how they work and where you may obtain them. We encourage you to consult your financial institution for additional information. Every business needs to evaluate which retailers and banks will best meet their needs.
