Vehicles Temporarily Located Outside of Oregon

Requirement Summary

Vehicles identified as needing a DEQ emission test but are temporarily located outside of Oregon must still be emission certified to complete registration. In these situations, vehicles owners are subject to one of two testing requirements:

  1. If your vehicle is located in Oregon or less than 150 miles from the Oregon border, you are required to test using one of our many testing options.
  2. If your vehicle is located in another state and more than 150 miles from the Oregon border, you are required to test through an out-of-state program; if no out-of-state program exists, you must obtain proof of exemption to renew your registration.

If you are uncertain of whether the state where you are located has a vehicle testing program please review this Vehicle Testing Resource form below. When out-of-state testing is available, obtain a passing emission certificate for submission to DEQ's Vehicle Inspection Program. Attach a copy of the passing certificate to the form below.  Following emission certification approval by Oregon DEQ, you may complete your DMV registration process.  

Test Not Available

Vehicle owners residing more than 150 miles from the border, in states without a vehicle testing program, must provide verification of vehicle location. In these situations, please attach a completed Statement of Vehicle Outside of Oregon form (DEQ/VIP 9401) to the form below. After your Statement of Vehicle Outside of Oregon form is approved, your DMV registration process may be completed.
