State Summer Learning Grants

Overview

In 2021, the legislature appropriated $240 million to support summer learning programs provided during the summer of 2021.

  • $200 million of these funds was provided to school districts, public charter schools, and education service districts (ESDs) across the state for academic support for high school students, enrichment programs for K-8 students, and wrap around child care for K-5 students attending enrichment programs.
  • The remaining $40 million was provided to community-based organizations across the state for enrichment programs serving students ages birth to 12th grade through grants administered by the Oregon Community Foundation.

These investments were a resounding success.

In response, the legislature appropriated an additional $150 million for summer learning programs in 2022.

  • $100 million of these funds was provided to school districts, public charter schools, and ESDs across the state for academic support for high school students and enrichment programs for K-8 students.
  • The remaining $50 million was provided to community-based organizations across the state for K-12 enrichment programs through grants administered by the Oregon Association of Education Service Districts (OAESD).

At this time, funding has not been made available to continue these grants for the summer of 2023.

2022 Summer Learning Grants Final Report

The focus of these grants was to prioritize those students experiencing disabilities and other student communities who have been historically underserved. Recipients of these grant funds were encouraged to use these funds to reduce or remove barriers to student participation for these groups.

As part of K-8 Enrichment and High School Academic Support Grants administered by ODE, grantees were required to submit final reports summarizing the programs offered and complete expenditure data to demonstrate how the funds were spent. The results of these reports are found below. For questions regarding these reports, please contact the Summer Learning Grants team.

The $50 million available to community-based organizations in summer of 2022 was administered by the Oregon Association of Education Service Districts (OAESD) through the Community Summer Grant Program. Final report data on these grants can be found on the OAESD webpage.

2021 Summer Learning Grants Final Report

Upon the completion of the 2021 Summer Learning Grants, ODE was required to submit a final report to the legislature containing the program data and financial data collected from grantees throughout the grant process. The final report as submitted to the legislature on 12.10.21 can be found below. Also included is the final report submitted by the Oregon Community Foundation (OCF) for the grant funds they administered to community-based organizations under this program.
