Statewide School Facilities Assessment

Welcome

The Statewide Facility Assessment (SFA) is a fully funded program authorizing the Oregon Department of Education (ODE) to conduct district-wide facility condition assessments and deliver comprehensive reports detailing deferred maintenance for all school buildings in the state. The goal of this program is to provide the State and all districts with a no-cost, up to date report that catalogues levels of deferred maintenance and cost estimates, while maintaining a standardized database accessible for Oregon Schools.

The State program is supported by federal Supporting America's School Infrastructure (SASI) Program funds. The purpose of this program is to increase states' capacity to support high-needs local educational agencies (LEAs) in leveraging resources to improve their school facilities, ensuring they are safe, healthy, sustainable, and equitable learning environments for all students.

Program Information

Bureau Veritas

  • Contractor hired by ODE
  • Conducting onsite facility condition assessments of all school district, public charter school, and ESD facilities
  • All assessors will be required to pass an FBI background check

Phase 1: Pilot Assessments

  • March 2024 - June 2024
  • Partner with 8 school districts to develop program
  • Ensure communication process, scheduling, methodology are satisfactory
  • Ensure data sharing and reporting is satisfactory
  • Ensure contractor is performing to the standards outlined in the contract

Phase 2: Statewide Assessments

  • July 2024 - July 2026
  • Assess all 5,000+ school buildings in Oregon including charter schools and ESDs
  • Provide dashboards, trainings, and technical support

6 Month Look Ahead Assessment Schedule

What We Need from You:

Our expectation is to wrap up the pilot districts assessments in June 2024. Following the pilot phase, we will begin scheduling regional meetings in Eastern Oregon. During the assessment, district staff will be asked to assist contracted assessors by providing access to school facilities and historical maintenance information.

You will be receiving emails from Bureau Veritas regarding scheduling and filling out pre-survey questions. It is important to respond to those emails in a timely manner.

Why?

In 2014 a task force estimated that Oregon schools had more than $7 billion in deferred maintenance costs, but ODE does not have a standard statewide data set to show the exact level or cost analysis currently. The Statewide Facility Assessment program will provide ODE and districts with an accurate picture of where school facilities stand and will help the state effectively advocate for equitable distribution of state funds for school facility improvements.

Program Benefits:

For your efforts, we will provide a no-cost comprehensive facility condition assessment report on each facility. The report contains assessor observations, photos, remaining useful life, cost analysis of all deferred maintenance, facility condition index, ADA accessibility findings, and a five-year capital improvement plan.

This information provides you with a useful asset for understanding and prioritizing facility needs. It will also meet all requirements for the Technical Assistance Program (TAP) and Oregon School Capital Improvement Matching (OSCIM) Program.

Why Now?

As mentioned, the State lacks a clear understanding of deferred maintenance in school facilities. Therefore, state funding for facilities does not help the highest need districts to increase the equitable distribution of funds throughout the state. To address this need, ODE was given funding and resources to provide and maintain facility condition assessments for all school facilities in Oregon on a five year cycle.

The Statewide Facility Assessment is supported by the School Infrastructure Programs (SIP) of the U.S. Department of Education, as part of an award totaling $4,999,997 or 38.5 percent, with 61.5 percent financed with non-governmental sources.
