Data About Medicaid HRSN Benefits
In March 2024, Oregon Health Authority (OHA) launched the first of several new Medicaid health-related social needs (HRSN) benefits in the Oregon Health Plan. Health-related social needs are basic needs that affect a person's health. Medicaid HRSN benefits help members who qualify with these basic needs:
- Housing
- Nutrition
- Help getting HRSN benefits and other resources

The HRSN Data team analyzes data about OHP's Medicaid HRSN benefits. Some of the data we use includes:
- How many people are getting Medicaid HRSN benefits?
- Which benefits are people getting?
- What organizations are helping people get Medicaid HRSN benefits?
- What do we know about the people getting these benefits? Things like:
- Their age
- Where they live
- What languages they speak
- Their race or ethnicity
- Disability status
The team uses data to understand how HRSN benefits get distributed in Oregon and who is receiving them.

About this dashboard: OHA’s strategic plan is the roadmap for making the program and policy changes needed to achieve this goal and eliminate unfair barriers and unfair access to care. For this strategic plan we are tracking the number of HRSN service providers by OHP service area. This report includes information about the first five months of Medicaid HRSN benefits: March through July of 2024. During these months, members could qualify for home changes for health during extreme weather. These benefits include devices such as air filters, air conditioners, heaters, and others. Where We Get the Data
Medicaid HRSN benefits are new and we are still developing ways to collect data. Currently the HRSN Data team uses these sources:

Oregon Health Authority's (OHA) Medicaid Management Information System (MMIS). MMIS has data on health care services paid for by Medicaid. It also includes information about member and provider enrollment. Read the MMIS data profile to learn more.
- Reports from
coordinated care organizations (CCOs) and Open Card providers. These reports have information about OHP members who get Medicaid HRSN benefits. The data includes:
- Who's asking for Medicaid HRSN benefits
- Who's been approved to get the benefits
- Who's been denied and why
- Who's filed an appeal
- Complaints from members
- What organizations/companies are providing Medicaid HRSN benefits
You Can Use the Data
In addition to viewing reports on this webpage, organizations can request data on HRSN Benefits to do their own analysis. University researchers, community organizations, and others may be interested in this option. To learn more about how to request data and what to expect, go to our
data request page. OHA takes our responsibility to safeguard member information very seriously. Some data is only available with restrictions, data security and data sharing requirements, and justification.
