Laws and Rules Governing the Health Policy and Analytics Division

The laws governing the activities and scope of the Health Policy and Analytics Division (HPA) are defined in the Oregon Revised Statutes (ORS). The Oregon Administrative Rules (OAR) determine how those laws will be implemented. Learn more from the State Legislative website and the Secretary of State website.

Current Rulemakings

Proposed Permanent Rulemakings

​The agency is seeking to revise its rules to update incentive program descriptions based on recommendations by the Department of Justice in 2024. The rule changes will improve accessibility and clarity in understanding incentive requirements and better reflect the current landscape of the health care workforce. Additionally, the changes will embed stronger equity and inclusion language to better align with the needs of populations served by this rule, including those in the health care workforce that deliver care to those experiencing the greatest inequities.

The Oregon Health Authority, Health Policy & Analytics Division has filed two orders related to these rules. A permanent order revising the rules was filed, but erroneously set to take effect earlier than the intended date of Jan 1 2026. To remedy this a temporary order was  filed which reverts the ruleset to its previous state for the rest of 2025. That is, the temporary filing is in effect for the rest of 2025, and makes no changes from the rules that were in effect prior to Nov 26 2025. It expires after 12/31/25, at which point the permanent filing will be in effect going forward. Please consult the linked notices for details:
