Technical Assistance and Resources

Public health services in Oregon are carried out through a collaborative system of federal, state and local agencies, private organizations, and communities.

The OHA Public Health Division's Policy and Partnerships unit provides technical assistance and consultation to local public health authorities (LPHAs) and Tribes, and coordinates local public health authority reviews.


Notice of Proposed Rulemaking for OAR 333-014-Transfer of local public health authority

To comply with statutory changes from the passage of Senate Bill 253 in 2019, the Oregon Health Authority proposes to amend a current rule (OAR 333-014-0590) and adopt two new rules (OAR 333-014-0600 and OAR 333-014-0610) pertaining to transfers of local public health authority responsibilities. Draft rules have been filed with the Secretary of State's office. The filed Notice of Proposed Rulemaking, including Statement of Need & Fiscal Impact and the full text of the proposed rules, can be viewed here.


You are invited to review and comment on the proposed rules. If you wish to present oral testimony, a public hearing will be held by video/teleconference via Microsoft Teams on December 15, 2022, at 1:00 p.m. To provide oral testimony during the hearing, please send an e-mail to publichealth.rules@odhsoha.oregon.gov to register and receive the video conference link.
