HOME, National Housing Trust Fund, and HOME-ARP Program Compliance

OHCS uses several federal programs to support affordable housing across the state. The HOME Investment Partnerships Program (HOME) helps build, buy, or fix up homes for low-income families and can also provide rental assistance. The National Housing Trust Fund (HTF) focuses on creating and preserving affordable rental housing for people with the lowest incomes. The HOME-American Rescue Plan (HOME-ARP) is a special program that helps communities reduce homelessness and support people at risk of losing their housing. Together, these programs help OHCS make safe, stable, and affordable housing more accessible for Oregonians. 


If your property is funded by any of these programs, you will need to follow certain rules and regulations. Below you will find more information about what’s required including the compliance manual, forms, and FAQs. Mandatory forms

The forms are mandatory for HOME, HTF, HOME-ARP funded properties. Forms have been updated to align with the Housing Opportunity Through Modernization Act and translated into multiple languages.

These forms are recommended for HOME, HTF, HOME-ARP funded properties as a template or resource to collect information from residents and partners. CR stands for Compliance Recommended.
