Program eligibility: Oregon residents and nonprofits that are low- income service providers. Nonprofits must qualify as, and attest to, being a low-income provider.
Vehicle eligibility: New battery electric vehicles and plug-in hybrid electric vehicles with a base MSRP under $50,000
Income must be below 400% of the federal poverty guideline and based upon the applicant's household size.
To see if you meet the income requirements, please use the Income Eligibility Calculator webpage. Charge Ahead applicants must provide documentation showing proof of income eligibility. This can be done prior to the purchase or lease by completing the Charge Ahead Prequalification Application, or post-purchase or lease by completing a paper rebate application. Please note, prequalification vouchers must be used at the point of sale or lease for new eligible vehicles.
To apply post-purchase or lease, complete and mail a paper rebate application. Once our third-party administrator, the Center for Sustainable Energy, receives it, they will contact you via email with information on how to upload your income information to verify eligibility.
- $6,500 for battery under 10 kWh
- $7,500 for battery of 10 kWh or more
Applications must be submitted within six months after the purchase or lease date.

Note: Vehicles must be purchased or leased from a certified vehicle dealer OR an original equipment manufacturer. No person-to-person sales allowed.
- Rebate recipients must register the vehicle in Oregon and retain registration for at least 24 months
- Businesses, nonprofits, and government agencies are limited to 10 rebates per calendar year and must submit annual usage data to DEQ for three (3) years
