How Does It Work

The Oregon Clean Vehicle Rebate Program (OCVRP) offers a cash rebate for Oregon drivers who purchase or lease electric vehicles (EV). It is not a tax credit. DEQ designed the program to reduce vehicle emissions by encouraging more Oregonians to purchase or lease electric vehicles rather than gas vehicles. The program contains two rebate options:
 
  • Standard Rebate for the purchase or lease of a new plug in hybrid or battery EV
  • Charge Ahead Rebate for the purchase or lease of a new or used battery electric vehicle only. Plug-in hybrids are not eligible under the Charge Ahead Rebate. To qualify for the Charge Ahead rebate, the purchaser or lessee must be from a low- or moderate-income household. Income requirements vary by where you live in Oregon. New OCVRP Applicants (after December 12, 2018): 

  1. You must be an eligible applicant and purchase or lease an eligible vehicle. Visit the Standard EV Rebate and Charge Ahead Rebate pages for eligibility requirements.
  2. Complete and submit your OCVRP general application and documentation. Mail in your application to:

    Portland, OR 97232
    DEQ cannot accept e-mailed copies of applications at this time.
  3. DEQ will send an email confirmation once it receives your application. DEQ will email the confirmation from CleanCars@deq.state.or.us.
  4. DEQ will review and process your OCVRP application after the 2018 Phase 1 applications are processed. DEQ will send an email to notify you that DEQ has started to process your application.
  5. If approved, you will receive your OCVRP rebate check in the mail.
  6. Currently, DEQ is only issuing Standard Rebates. DEQ is actively working to implement Charge Ahead Rebates in the near future

2018 Phase 1 Applicants

(Applications submitted between 1/1/18 through 12/12/18)
 
  1. DEQ will email you a Phase 2 application to fill out and return. DEQ will email Phase 2 applications based on the order the Phase 1 applications were received.
  2. Submit your completed Phase 2 application and documentation within 14 days of receipt of email to receive priority processing.

  3. DEQ will review and process your OCVRP application and documents.
  4. If approved, you will receive your OCVRP rebate check in the mail. If not approved, you will receive an email that may request additional information or states the reason you are not eligible for the rebate.
  5. Currently, DEQ is only issuing Standard Rebates. DEQ is actively working to implement Charge Ahead Rebates in the near future
