Under the Clean Water State Revolving Fund loan program, DEQ issues design loans. That funding can be used for preparation of engineering drawings and specifications for the proposed construction and may include other pre-construction activities. See the Eligibilities web page for more information on design and construction expenses.

Design, Bid, Build or Construction Management and General contractor alternative contracting process are the only two project delivery methods approved for CWSRF funding.
Before advertising the bid, the borrower must complete and submit this form with the draft bid package to DEQ:
Once bidding is complete, the borrower must complete and submit the form below to DEQ prior to accepting the bid.
With the form, borrower submits any additional completed borrower forms, bidder's completed to be awarded bid package with forms, and other bid related documentation.
