Healthy and Safe Schools: Asbestos

Asbestos Management Plan

The Healthy and Safe School (HASS) Plan promotes transparency around how Asbestos is addressed by school districts, ESDs, and charter schools by posting the contact information of the designated person responsible for developing, maintaining, and updating an Asbestos Management Plan. Asbestos was used for flooring, insulation, fire reduction, and more. Therefore, asbestos can be throughout a school building. When asbestos is inhaled the particles are harmful to lungs and can cause long-term damage, cancer, or even death.

In 1986, Congress passed Asbestos Hazard Emergency Response Act (AHERA) to protect students and teachers from asbestos exposure in school buildings. AHERA requires public school districts and nonprofit private schools to:

  • Perform an original inspection and periodic re-inspections every three years for asbestos containing material. Re-inspections must be performed by an AHERA-accredited Asbestos Inspector.
  • Develop, maintain, and update an asbestos management plan. A copy must be kept in the school building, as well as in the district’s administrative office.
  • Designate and train a person to oversee asbestos-related activities.
  • Perform periodic visual surveillance every six months of all known or suspected asbestos-containing building material.
  • Provide custodial staff with asbestos hazard awareness training.

The Asbestos Management Plan must follow AHERA, the Code of Federal Regulation Title 40, and Oregon Division 22 Standards.

Asbestos Test Results

Results from asbestos testing must be published within ten business days of receiving results. Schools are required to publish results in a format that is easy for parents and community members to read and understand. Results must be published in all of the following ways:

  • Posted to your website
  • Sent electronically to staff, students, parents of minor students, and other community members for whom you have email addresses
  • In print form, available to the public in your main office
