Early Indicator and Intervention Systems (EIIS) - Oregon's Student Success System

Oregon’s Early Indicator and Intervention System (EIIS), the state’s student success system model, is a set of structures and strategies for organizing data, aligning school practices, and engaging with students and families to help all students thrive. The concept of a student success system is not new for most districts. Rather, EIIS builds upon districts’ existing systems, such as Multi-Tiered Systems of Support (MTSS), Response to Intervention and Instruction (RtIi), and Positive Behavioral Interventions and Supports (PBIS) frameworks (Grad Partnership, 2022).

Student success systems vary in their design and implementation but should contain a set of essential elements: Shared Mindsets, Systems and Structures, Holistic Data, Student Supports and Progress Monitoring. 

ODE supports EIIS through two distinct programs: 
  • Direct funds to school districts and charter schools through the Integrated Programs
  • Professional Learning and Customized Coaching
