Step 6: Community Engagement

Community engagement includes sending a postcard to all residences/businesses within a 1.5 km radius from the facility. If the area of potential risk is larger than 1.5 km the radius will be expanded to cover all areas of potential risk. For some facilities, a public meeting may be required to discuss the results of the risk assessment with members of the community.

There are different Risk Action Levels (RALs) for new and existing facilities [OAR 340-245-8010 Table 1]; community engagement is required when a facility's risk assessment demonstrates that the following RALs are exceeded:
  • Existing facilities:
    • Excess Cancer Risk of 25 per million
    • Hazard Index of 1
  • New Facilities:
    • Excess Cancer Risk of 5 per million
    • Hazard Index of 1
