ODE Data Governance - Request Data
ODE's data governance process applies to request for secure data (data containing personally identifiable information - PII on students). Secure data includes student-level data, as well as aggregated student data that has not been suppressed.
If your request does not require secure data, please review our
published reports to see if any of the data there will meet your needs. You can also submit a request for any non-secure data via the
public records request process.
ODE's Research Agenda
Before submitting your request, please review ODE's 2025-27 Research Agenda. ODE will prioritize projects closely aligned with the research agenda. Research projects that are expected to produce actionable recommendations and results aligned with the topics identified in this agenda will be prioritized for ODE support, including access to ODE staff expertise and ODE's stores of data.
Making a Request
If your request does require secure data,
please submit
the Student-Level Data Request Form. Request for letters of support from the department for future projects that would require secure data if funded may also be submitted using this form.
All requests are reviewed by the Data Governance Committee for alignment with ODE's research agenda, available resources, and compliance with FERPA and other laws governing student privacy. Please review the Data Governance FAQs for more information on ODE's data-sharing policies in advance of submitting your request.

Prerequisite Training
All Primary Data Users are
required to complete
PTAC 201 Training as a condition of eligibility to request access to PII. Please be prepared to upload a PTAC 201 certificate of completion at the end of the request form.
Insurance Requirements
Please review Oregon's Network Security and Data Privacy Insurance Requirements before submitting a data-sharing request to ensure that you will be able to meet them.
