ESSER III District Supplemental Plans

The ARP Act requires each district to submit two supplemental plans as part of their ESSER III grant:

  • ESSER III District Plan and
  • School-level COVID-19 Management Plan formerly the Safe Return to In-Person Instruction and Continuity of Services Plan.

ESSER III District Plan

The ESSER III District Plans were due on October 20th, 2021. Districts do not need to ask for permission to change the way they spend their ESSER III dollars in between required updates, as long as the expenditures are allowable under the law. Please see the ESSER III Eligible Uses of Funds document for the full list of eligible uses.

NEW: Districts are required to complete the first update to their Interated Planning Tools (IPTs) as part of this year's ESSER data collection (due May 6th). Please note the IPT template has been updated. For more information on the required update, please refer to the District Plan Guide linked below.

2022-23 School-Level COVID-19 Management Plan

Assurances regarding readiness of schools to respond to increased COVID-19 transmission during the 2022-23 school year are due August 26, 2022 or prior to the start of the school year.

The School-level COVID-19 Management Plans:

  • Replace the required Safe Return to In-Person Instruction & Continuity of Services Plan from 2021-22 School Year and the Ready Schools, Safe Learners Operational Blueprint under Executive Order 21-06;
  • Fulfill the requirements of ESSER III;
  • Fulfill the requirements of the Oregon State Board of Education requirement (OAR 581-022-0107); and
  • Should be informed by the Communicable Disease Guidance for Schools document.

Because the School-level COVID-19 Management Plans meet multiple requirements, both school districts and charter schools are required to complete them.
