Transformative Social and Emotional Learning

Every student, every day, is engaged in meaningful, affirming, grade-level instruction.

In accordance with OAR 581-022-2030, in 2023, the Oregon State Board of Education formally adopted Content Standards for Social and Emotional Learning.

Oregon’s Transformative Social and Emotional (Transformative SEL) Framework is intended to build statewide coherence and clarity for strengthening equity-focused school cultures that support student and adult well-being. The framework is foundational for creating the conditions that support teaching and learning of Oregon's Transformative Social and Emotional Learning Standards.

TSEL LogoThe Oregon Social and Emotional Learning Standards provide a coherent set of expectations for the knowledge, skills, and practices that students will develop throughout their education and are intended to be integrated across all content areas and learning environments. Grounded in research and informed by community input, the standards are organized into five interconnected domains: Self-Awareness and Identity, self-management and agency, social Awareness and belonging, relationship skills and collaborative problem-solving, and responsible Decision-Making and curiosity.

The framework and standards reflect Oregon’s commitment to equity, excellence, and access for every student and serve as the foundation for developing the social, emotional, and cognitive competencies needed to thrive in school, work, and life.

The Oregon Departme​nt of Education (ODE) has updated its standards using a new, consistent template designed to improve clarity, usability, and coherence across content areas.

We will share updates here as future standards review or revision processes are identified. Please check back for the latest information.

Guidance & Resources

  • In response to Senate Bil​l 5701 Section 304, WestEd partnered with the Oregon Department of Education’s Office of Teaching, Learning & Assessment to support the implementation of Oregon’s Transformative Social Emotional Learning (TSEL) Standards for schools and districts. 
  • As a result of this partnership, please visit the Oregon Transformative Social & Emotional Learning Instructional Frameworks webpage​. This webpage provides professional learning and implementation resources to help educators deepen their understanding for how to integrate the Transformative SEL approach into their practices in districts, schools, and classrooms across Oregon. The resources developed to support the Transformative SEL work include:
    • ​Online professional learning modules in Canvas.
    • Online resource hub with professional learning resources. 
    • Teacher guides focused on integrating Transformative SEL in different content areas K-12 (math, science, social sciences, English language arts, health and a companion lesson spark tool are designed to support teacher planning.
    • Transformative SEL implementation guidance for school leaders and district administrators.
    • Materials for schools and districts to facilitate a 6-hour Transformative SEL workshop for elementary or secondary education.
    • Toolkits to support school an​d district leaders in communicating about the Transformative SEL Framework & Standards.

Key Resources

  • Senate Bill 5701 Section 304 included a key provision that allocated General Funds to ODE for the implementation of the state’s Transformative Social Emotional Learning (TSEL) standards and framework.
  • OAR 581-022-2030​ provides the ruling curriculum for planned instructional program regarding the Transformative Social Emotional Learning (TSEL) for standards and framework.

Professional learning opportunities will be added as they become available. Check back regularly for updates on new opportunities to learn more about supports and resources for implementing Oregon’s standards and instructional priorities.
