PCB Testing Reimbursement Grant

NEW! PCB TESTING REIMBURSEMENT GRANT

ODE is offering the Polychlorinated biphenyls (PCB) Testing Grant to districts to reimburse for the costs associated with testing their buildings for PCBs.

PCBs are very harmful chemicals that were frequently used in building construction from 1950-1980. If found in the air, it could cause harm to staff and students. Testing buildings for the presence of PCBs keep students and staff safe and healthy.

Application Requirements

Each applicant must-

  • Provide evidence that the district has already tested one building for PCBs;
  • Provide the estimated costs to complete testing for the remainder of the district’s facilities.
  • Provide evidence that the district has received at least one community concern in the last year regarding suspected PCBs in their facilities.
  • Assure that all testing expenses will be incurred by June 30, 2027;
  • Assure that the district will only use third party testing organizations that fully comply with all EPA rules and regulations; and
  • Confirm that at least 50% of the district’s facilities were built between 1950 and 1980.

Eligible Expenses

Eligible expenses include all costs related to hiring a third-party testing organization that complies with all EPA rules and regulations. There is no indirect rate for this grant. All funds must go to pay for the contract with a third party.

Fund Disbursement Process

Successful applicants will be notified through email. Successful applicants must sign a grant agreement and funds will be disbursed through EGMS on a reimbursement basis. All costs must be incurred by June 30, 2027.

To get a reimbursement a grantee must:

  • Submit invoices covering the amount requested.
  • Submit certification by the third party that all EPA rules and regulations were followed during the testing
  • Submit results of the testing

Important Dates

  • Application Window: May 1 to May 31, 2026
  • Testing Expenses Covered: July 1, 2026 to June 30, 2027
