  • If the person responsible for High School Success in your district or charter has changed, please email High School Success with an update.
  • Expenditure Reports for Year 2 are due in the coming weeks. These need to be entered in the High School Success Planning Tool. View the recorded video to walk through the process. The due date for all recipients is August 15, 2019. Districts or charters with an approved Summer Extension have a due date of October 15, 2019.
  • Claims must be submitted in EGMS by August 15, 2019.
  • Districts and charters with an approved Summer Extension need to submit all claims in EGMS by October 15, 2019.
  • Each recipient was asked to download a copy of their 2019-21 High School Success Plan by June 30, 2019, because plans are not accessible until after October 15, 2019. Any district or charter that did not do this will have to contact their High School Success point of contact to get a copy until updated plans are posted on the website or plans are once again accessible in the High School Success Planning Tool.
  • We are planning several network meetings and professional developments to assist districts and charters in their plan implementation and refinement. Dates and additional details will be forthcoming.
  • AP/IB Requirement Changes: In mid-August 2019, ODE staff will provide districts, charters, principals, and counselors an informative webinar on the new changes in registration and payment information for College Board, and score updates for both AP and IB testing. Our goal will be to give you accurate and up-to-date information about the process and the reasons for the changes. This information should be shared with teachers, students, and parents/guardians. The webinar date will be announced early August.

Rule Changes in Effect

On May 16, 2019, the State Board voted on and approved two rule changes.

Summer Spending

  • (3)(a) Funds that are apportioned to a school district or charter school for a given biennium must be used by the school district, charter school, or ESD in that biennium. Funds that are not used by a school district, charter school, or ESD during year one of a given biennium may be carried over and used in year two of that same biennium. Any funds that are not used by a school district, charter school, or ESD at the end of a biennium will be returned to the High School Graduation and College and Career Readiness Fund and reapportioned among all school districts and charter schools in the next biennium.

  • (b) Notwithstanding subsection(a) of this rule, a school district or charter school may request an extension to spend funds apportioned during a given biennium during the first two months of the next biennium. A request must be made to the Department of Education. The Department of Education will approve the request if the where the spending aligns to the School district’s or charter school’s biennial plan.

ADMw Pull Date

  • For each school year, the Oregon Department of Education shall determine the portion of funds available to each school district or charter school that serves students in grades 9 through 12 from the High School Graduation and College and Career Readiness Fund. In calculating the portion available to each school district and charter school, the Oregon Department of Education shall use the most current finalized extended ADMw from the State School Fund from the prior year.
