SB 315
By May 31, 2026, ODE shall:
- Review, make recommendations and develop best practices related to:
- The recording of student absences by school districts; and
- School district responses to student absences that exceed 10 days.
- Develop a common coding system for school districts to record and report student absences for the purposes of ORS 339.065, with consideration of the size and geographic location of a school district.
SB 315 Report to the State Board of Education and Legislative Education Committees
SB 315 (enrolled in 2025) directed ODE to make recommendations and develop best practices for school district response when student absences exceed 10 days.
Oregon’s school finance rules require schools to move students to inactive enrollment status after 10 consecutive days of absence, a process formerly referred to as “10-day drop.” This administrative process ensures accurate enrollment reporting for school funding purposes.
This guidance has been developed with partners across the agency to help schools navigate this administrative requirement while keeping students and families at the center. The guidance includes strategies for reengagement before withdrawal, civil rights and equity considerations, and procedures for re-enrolling students who return.
HB 3199
The Department of Education shall convene an advisory committee no later than May 31, 2026 to review the study conducted by the Legislative Policy and Research Director.
- Advisory committee provides information to ODE so that ODE may develop an MOU with the Department of Human Services, which includes:
- Current practices used to improve attendance…; and
- Common practices that involve formal communication between educators, school districts and the Department of Human Services
The Department of Education shall submit a report of the advisory committee to the interim committees of the Legislative Assembly no later than:
- November 30, 2026 - Preliminary Report
