Mapping Tools

Oregon Energy Facilities – This map, developed by Oregon Department of Energy staff, shows all energy facilities under Energy Facility Siting Council jurisdiction. View by location, generating capacity, and resource type.  

U.S. Wind Turbine Database – This database provides the location of onshore and offshore wind turbines in the United States, with corresponding facility information and technical specification. 

Oregon Department of Fish and​ Wildlife Compass – An online system of maps to help inform land use decisions related to fish and wildlife habitats. 

Oregon Department of Geology and Mineral Industries Statewide Geohazards Viewer – This map provides a way to view many different geohazards. 

National Wetlands Inventory Mapper – Integrates digital map data with other resource information to produce timely and relevant management and decision support tools.

Oregon Department of Transportation TransGIS – This GIS map includes statewide transportation management system’s data, Statewide Transportation Improvement Program projects and environmental data.

Oregon Department of Revenue Map Project (ORMAP) – Parcel maps 

Flood Vulnerability Assessment Map – Flood hazard information from FEMA has been combined with EIA's energy infrastructure layers as a tool to help state, county, city, and private sector planners assess which key energy infrastructure assets are vulnerable to rising sea levels, storm surges, and flash flooding.

Western Electricity Coordinating Council Transmission Planning Tool (click on Tools) – This mapping application provides the ability to view and access the environmental/cultural risk classification data layers.

Resource Maps

National Renewable Energy Laboratory – Provides access to an extensive collection of renewable energy resource data, maps and tools for biomass, geothermal, solar and wind resources.

Renewable Northwest Project – This is an interactive map of renewable energy projects.

Western Electricity Coordinating Council Transmission Line Maps

U.S. Energy Mapping System​ – This map shows all of the utility-scale energy production facilities in Oregon and in the United States.

National Pipeline Mapping System – This is a dataset containing locations of and information about gas transmission and hazardous liquid pipelines, and Liquefied Natural Gas plants that are under the jurisdiction of the Pipeline and Hazardous Materials Safety Administration.

Non-EFSC Reviews that May Apply to Proposed Energy Facilities

Department of Defense Clearinghouse – This is a one-stop shop for comprehensive, expedited evaluation of energy projects and their potential effect on Department of Defense operations.

Federal Aviation Administration Obstruction Evaluation – This is required for facilities based on height or proximity to airports, as well as other factors.

Advisory Council on Historic Preservation, Section 106 Applicant Toolkit – If your project has a federal component, you may need to comply with Section 106 of the National Historic Preservation Act, which requires federal agencies to consider the effects on historic properties of projects they carry out, assist, fund, permit, license or approve.

NWSTF Boardman Airspace Compatibility – If you are considering a project near the Naval Weapons Station Training Facility (NWSTF) Boardman, also known as the Boardman Bombing Range, be aware that in addition to the range itself there is restricted airspace leading to the range for Military Training Routes.

Sage Grouse Conservation Partnership – Coordinates federal, state and local efforts to address the threats to sage grouse across the Eastern Oregon sagebrush landscape in anticipation of the USFWS review of the bird’s “Warranted But Precluded” status under the federal Endangered Species Act.

Association of Oregon Counties – This is a map with Oregon counties and links to each County’s website.

Regulatory and Permitting Information Desktop (RAPID) toolkit​ – A collection of publicly available information about permits and regulations affecting energy and bulk transmission project development.​
