Facilities

Yellow Rosebush Energy Center is a proposed 800 megawatt (MW) solar photovoltaic power generation facility with related or supporting facilities including battery storage system, transmission line (two alternatives) substation, O&M building, and new and improved roads.

If approved, the facility would be located within a site boundary of approximately 8,075 acres (12.6 sq. miles) of private land zoned for Exclusive Farm Use (EFU) in Wasco and Sherman counties (the transmission line alternative is the only facility component located in Sherman County).
Proposed/Under Review

The applicant filed a complete ASC on September 5, 2025. A copy of the complete ASC is available in the Project Timeline below.

The Department issued the Draft Proposed Order (DPO) and Public Notice of the DPO on October 1, 2025. The public comment period was from October 1 until November 3, 2025 at 5:00 pm Pacific Time (PT); and a public hearing on the DPO was held in Maupin on October 23, 2025. The deadline for the applicant to respond to DPO comments was November 7, 2025.

On December 5, 2025, the Department issued its Proposed Order on the ASC. On the same date, the Department issued a Public Notice of the Proposed Order and Opportunity to Request to Participate in the Contested Case. These documents are available on the Timeline below.

The Proposed Order includes changes from the DPO based on comments received during the DPO comment period, applicant responses to comments, and Council’s review of the DPO. All changes from the DPO to Proposed Order are presented in “red-line” format to track the changes. The Proposed Order continues to recommend Council approve the request and grant issuance of a site certificate, subject to conditions recommended in the Proposed Order.

Persons eligible to request to participate in the contested case must submit a written petition to the Hearing Officer. All petitions must be received by the Hearing Officer no later than January 5, 2026 at 5:00 p.m. Pacific Time to be considered. Please see the Public Notice, posted below, for detailed information on requesting to participate in the contested case.
