Yellow Rosebush Energy Center is a proposed 800 megawatt (MW) solar photovoltaic power generation facility with related or supporting facilities including battery storage system, transmission line (two alternatives) substation, O&M building, and new and improved roads.
If approved, the facility would be located within a site boundary of approximately 8,075 acres (12.6 sq. miles) of private land zoned for Exclusive Farm Use (EFU) in Wasco and Sherman counties (the transmission line alternative is the only facility component located in Sherman County). | Proposed/Under Review
The applicant filed a complete ASC on September 5, 2025. A copy of the complete ASC is available in the Project Timeline below.
On December 5, 2025, the Department issued its Proposed Order on the ASC. On the same date, the Department issued a Public Notice of the Proposed Order and Opportunity to Request to Participate in the Contested Case. These documents are available on the Timeline below. At least one petition for contested case was received by the January 5, 2026 deadline. Office of Administrative Hearing’s Administrative Law Judge Kate Triana will preside over the contested case proceeding and will regularly provide status updates to Council. Following the Hearing Officer’s issuance of a Proposed Contested Case Order (PCCO), Council will have the opportunity to review the PCCO and Department’s Proposed Order and will make a decision to approve, modify, or reject the PCCO and Proposed Order in a Final Order on the ASC.
