Facilities

Yellow Rosebush Energy Center is a proposed solar photovoltaic energy generation facility with a generating capacity of approximately 800 megawatts (MWs). The facility would be located within a site boundary of approximately 8,075 acres (12.6 sq. miles) of private land zoned for Exclusive Farm Use (EFU) in Wasco and Sherman counties. In addition to the proposed solar photovoltaic arrays, the facility is proposed to include an up to 800 MW battery energy storage system; a collector substation; power collection system; Operation and Maintenance building; approximately 4.5 mile overhead 500 kiloVolt (kV) grid-interconnection transmission line; point of interconnection (POI); perimeter fencing, access roads, and staging areas.

Under Review. On September 1, 2023, the Oregon Department of Energy received a Notice of Intent to File an Application for a Site Certificate (NOI) for the Yellow Rosebush Energy Center (proposed facility). A complete NOI was submitted on September 28, 2023 and the Department issued a Public Notice on the NOI and Public Information Meeting on October 10, 2023. These documents are available in the timeline below.

Public Comments: The Department requests public comments on the NOI to help identify issues and areas of concern that should be addressed in the full application. Comments must be submitted by 5:00 PM Pacific Time (PT) on December 1, 2023 to be considered.

ODOE has an online portal for submitting public comments. The goal of the online portal is to provide members of the public with another convenient option to participate in Council rulemaking proceedings.
