The Wagon Trail Solar Project is a proposed solar photovoltaic energy generation facility with a generating capacity of approximately 500 megawatts. The facility would be located within an approximately 7,450-acre (11.64 sq. miles) site boundary. Other proposed components include a battery energy storage system (lithium-ion batteries); power collection system; up to two substations; operation and maintenance building; Generator Step Up (GSU) transformer; 0.6 mile overhead 230 kV transmission line; perimeter fencing, access roads and staging areas.
Proposed/Under Review. Wagon Trail Energy Center, LLC (applicant), a wholly owned subsidiary of NextEra Energy Resources, LLC filed a complete Application for Site Certificate (ASC) on January 3, 2024; the ASC exhibits are available in the Timeline below or in hard copy at the Oregon Department of Energy's Salem office. The Department held a virtual public information meeting on the compete ASC on January 17, 2024.

On May 7, 2024, the Department issued the Draft Proposed Order (DPO). On the same date, the Department issued a Public Notice of Public Comment Period and Public Hearing on the DPO.  An in-person and remote public hearing was held at the Port of Morrow Riverfront Center in Boardman on May 30, 2024 and written comments were accepted from May 7, 2024 through June 7, 2024.

On July 30, 2024, the Oregon Department of Energy issued its Proposed Order on the Application for Site Certificate for the Wagon Trail Solar Project. On the same date, the Department issued a Public Notice of the Proposed Order and Opportunity to Request a Contested Case.

The Proposed Order includes changes from the May 7, 2024, DPO based on comments received during the DPO comment period, including testimony from the May 30, 2024, public hearing, certificate holder responses to comments, and Council's review of the DPO on June 14 and July 19, 2024. All changes incorporated from the DPO to Proposed Order are presented in “red-line" format to track the changes. The Proposed Order recommends Council approve the request and grant issuance of a site certificate, subject to conditions recommended in the Proposed Order (and provided in Attachment 1 of the Proposed Order).

Persons eligible to request to participate in the contested case must submit a written petition to the Hearing Officer. All petitions to request to participate in the contested case must be received by the Hearing Officer no later than August 30, 2024 at 5:00 p.m. Pacific to be considered. Please see the Public Notice, posted below, for detailed information on requesting to participate in the contested case.
