The Carty Generating Station is a 450 megawatt, combined-cycle natural gas-fueled electric generating power plant, and includes a not-yet-constructed 50 megawatt solar PV electric power generating unit.

Under Review/Operating. On November 12, 2020, the Department issued a Proposed Order on Request for Amendment 2 of the Carty Generating Station site certificate (RFA2). The Proposed Order recommends approval of the modifications in RFA2. RFA2 includes: incorporation of shared infrastructure and existing facilities (shared by the Boardman Coal Plant facility (BCP) and Carty Generating Station) into the Carty Generating Station site certificate; modification of the Site Boundary of the Carty Generating Station; amendment of a WPCF permit, issued by Oregon Department of Environmental Quality (DEQ); and construction of new infrastructure including but not limited to a septic system, water pipeline, wastewater pipeline, security guard station, office and warehouse space, and a 230 kV substation (Carty substation). The amendment request would increase the facility site boundary from 1,582 acres to 4,4,997 acres (an increase of approximately 3,414 acres) by incorporating much of the existing site boundary of BCP only. The amendment is related to the shutdown of BCP, which is scheduled to occur by end of 2020. The BCP and the Carty Generating Station are located adjacent to each other RFA2 is being processed under Type B review and therefore does not include a public hearing or opportunity to request a contested case on the proposed order. The Council will review the Proposed Order on Request for Amendment 2 at the November 19-20, 2020 Council Meeting​, as described in the public notice below.​​
