Facilities

The Carty Generating Station is a 450-megawatt, combined-cycle natural gas-fueled electric generating power plant. The facility was previously approved to consist of up to two 450-megawatt (MW), combined-cycle electric generating turbines (Unit 1 and Unit 2). Unit 1 was constructed and put in service in July 2016. The construction deadline for Unit 2 has passed and therefore, Unit 2 and all related or supporting facilities that were previously approved but not built are no longer authorized, including the 18-mile, 500-kilovolt (kV) transmission line to the Slatt Substation in Gilliam County.

Under Review/Operating. In August 2016, PGE submitted a request to amend the site certificate to extend the construction deadline for the previously approved Unit 2 and its associated components, Unit 2 related or supporting facilities, add an additional 330 MW simple cycle combustion turbine generator (Unit 3), and add a 50-MW photovoltaic solar unit. In May 2017, prior to an EFSC decision on that amendment request, PGE suspended the review. On February 20, 2018, ODOE received a revised amendment request from PGE. The revised amendment request, currently under review, includes a 50 MW photovoltaic solar unit; a 2.23 to 3 mile 34.5 kV transmission line, with five proposed routing options and three points of interconnection options; amendment of a Water Pollution Control Facilities permit; temporary construction laydown and parking areas; amendment of the site boundary; and changes to site certificate conditions. The previously proposed natural-gas components (Unit 2, Unit 2 upgrade, and Unit 3) are no longer proposed in the amendment request and are no longer under review..

As the original amendment request was received by ODOE in 2016, the request is being processed under the EFSC rules and administrative procedures that existed at that time. On November 9, 2018 the Department issued a Proposed Order on Request for Amendment 1 (proposed order) and Notice of Proposed Order, which initiates a comment period and opportunity to request a contested case proceeding on the proposed order extending from November 9 through December 10, 2018. The proposed order and notice are provided below.
