The Interstate Compact on Educational Opportunity for Military Children (SB 1506), passed in 2014 by the Oregon State Legislature, aims to reduce the educational and emotional challenges experienced by children of military families when they transfer between schools due to a parent’s military service. The Compact promotes consistency across states in school policies and procedures while honoring Oregon’s public education laws. In 2019, Senate Bill 690 removed the sunset clause on the Compact, making its provisions permanent in Oregon. It also established the State Council on the Educational Opportunity for Military Children, which includes the Deputy Superintendent of Public Instruction and members of the State Board of Education. The Council is required to meet at least once a year, with the Oregon Department of Education providing administrative support.
Who is Covered Under the Law?
The Compact:
- Applies to public schools only
- Addresses key transition issues for military families, including enrollment, placement, attendance, eligibility, and graduation
- Pertains to children of:
- Active duty members of the uniformed services
- Members of the National Guard and Reserve on active duty orders
- Members or veterans who are severely injured, medically discharged, or retired (within one year of discharge/retirement)
Who is Not Covered Under the Law?
The provisions do not apply to:
- Inactive members of the National Guard and Reserves
- Retired members of the uniformed services (beyond one year of retirement)
- Veterans of the uniformed services
- Civilian and contract employees of the U.S. Department of Defense or other federal agencies who are not defined as active duty members of the uniformed services
