Elementary and Secondary School Emergency Relief Fund I (ESSER I)

The Coronavirus Aid, Relief, and Economic Security Act, 2020 (CARES Act) provides $13.2 billion for the Elementary and Secondary School Emergency Relief Fund I (ESSER I Fund). The U.S. Department of Education awarded ESSER Fund grants to state educational agencies (SEAs) for the purpose of providing local educational agencies (LEAs) with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools. Of the $121.1 million awarded to Oregon, $108.9 million (90%) was awarded to LEAs in the proportion they received funds under Part A of Title I of the Elementary and Secondary Education Act (ESEA) in fiscal year 2019. $11.5 million (9.5% Reserve) was awarded to LEAs as determined by ODE. The remaining 0.5% ($605 thousand) is reserved for SEA grant administration. ESSER Fund grants can be used to reimburse eligible expenses incurred between March 13, 2020 and September 30, 2022.

February of each year the US Department of Education (USDOE) requires each state to submit data on the expenditure of their ESSER I, II, and III funds to fulfill federal reporting requirements. As this is the first year states will be reporting on ESSER II and III, the USDOE is seeking state input on their proposed Data Collection Form.
