The West End Solar Project is a proposed solar photovoltaic (PV) energy generation facility with an average generating capacity of 50 megawatts (MW). Related or supporting facilities to the solar energy facility include up to 70 MW energy storage system, collector substation, switchyard substation, O&M enclosure, service roads, security fencing and gates, and construction areas.

The proposed facility would be located within a site boundary of approximately 324 acres zoned Exclusive Farm Use in Umatilla County, approximately two miles southeast of the City of Hermiston. Of the 324 acres, the proposed facility site includes approximately 238 acres of high-value farmland under ORS 195.300(10)(f) because of the location within the designated Columbia Valley American Viticulture Area (AVA).

​Proposed. On November 5, 2021, EE West End Solar LLC (applicant), a subsidiary of Eurus Solar Holdings, LLC (submitted to the Department a Preliminary Application for Site Certificate (pASC), and on January 3, 2022 the Department determined the pASC to be incomplete and issued requests for additional information (RAIs). The Department issued the project order for the facility on February 10, 2022 which identifies information necessary to be included in the Application for Site Certificate (ASC), and is available below on the Project Timeline. On September 19, 2022, the Department deemed the application complete and on September 28, 2022 the applicant filed its complete ASC. The ASC is provided on the Timeline below. The Department and applicant held a remote informational meeting on the ASC on October 10, 2022.

On October 26, 2022, the Department issued the draft proposed order (DPO) on the ASC which includes staff's preliminary recommendations and site certificate conditions, where staff also recommends the ASC meets all required standards and should be approved by the Energy Facility Siting Council (EFSC).

The issuance of the DPO begins a comment period on the DPO and ASC. The comment period is October 26, 2022 through November 17, 2022, at the close of the in-person public hearing listed below.
