West End Solar Project

The West End Solar Project is an approved solar photovoltaic (PV) energy generation facility with an average generating capacity of 50 megawatts (MW). Related or supporting facilities to the solar energy facility include up to 70 MW energy storage system, collector substation, switchyard substation, O&M enclosure, service roads, security fencing and gates, and construction areas.

The facility would be located within a site boundary of approximately 324 acres zoned Exclusive Farm Use in Umatilla County, approximately two miles southeast of the City of Hermiston.

Approved. On March 24, 2023, the Energy Facility Siting Council (EFSC or Council) approved the application for site certificate (ASC) for the facility and issued a site certificate. The ASC, final order on ASC, and the site certificate are available on the Timeline below. The certificate holder is EE West End Solar LLC, a subsidiary of Eurus Solar Holdings, LLC, and has until March 24, 2026 to comply with applicable pre-construction conditions and begin construction of the facility.
