Emergency Assistance to Non-public Schools- CRRSA and ARP

The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act) authorizes Oregon, through the Governor’s Emergency Education Relief (GEER II) Fund to provide support to Non-Public Schools. This program is called the Emergency Assistance for Non-Public Schools (EANS) and authorizes the Oregon Department of Education (ODE) to provide services or assistance to eligible non-public schools to address the impact that COVID-19 has had, and continues to have, on non-public school students and teachers. 

The American Rescue Plan (ARP) Act was signed into law on March 11, 2021. It is a $1.9 trillion package of assistance measures, including $2.75 billion for the American Rescue Plan’s Emergency Assistance to Non-Public Schools (ARP EANS) program. These funds provide services or assistance to non-public schools that are most impacted by Covid-19 and enroll 23% or more students from qualifying low-income households.

Note: The CRRSA and ARP Acts do not include an Equitable Services provision and these programs are separate from the Equitable Services provision in the Elementary and Secondary School Emergency Relief Fund (ESSER I) and Governor's Emergency Education Relief (GEER I) programs under the CARES Act.

Purchasing Requests

  • EANS Exhibit B Purchase Request Form
    • Include a quote from the vendor for the cost of the requested items. This should contain a quote number from the vendor in order to be processed. The quote number allows ODE Procurement to make the purchase on the schools behalf using your EANS funding. If you have multiple quotes from the same vendor, please make sure to combine it into one quote containing all of the information. 
    • PLEASE NOTE: This process has to go through our ODE procurement purchasing process and cannot be given a guaranteed arrival date

Important Dates

  • 6/30/2024 - Final ARP EANS purchase requests must be submitted.
  • 9/30/2024 - Final deadline of the ARP EANS Program.
