Elementary and Secondary School Emergency Relief Fund I (ESSER I)

The Coronavirus Aid, Relief, and Economic Security Act, 2020 (CARES Act) provides $13.2 billion for the Elementary and Secondary School Emergency Relief Fund I (ESSER I Fund). The U.S. Department of Education (USED) awarded ESSER Fund grants to state educational agencies (SEAs) for the purpose of providing local educational agencies (LEAs) with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools. Of the $121.1 million awarded to Oregon, $108.9 million (90%) was awarded to LEAs in the proportion they received funds under Part A of Title I of the Elementary and Secondary Education Act (ESEA) in fiscal year 2019. $11.5 million (9.5% Reserve) was awarded to LEAs and other educational entities as determined by ODE. The remaining 0.5% ($605 thousand) is reserved for SEA grant administration. ESSER I Fund grants were used to reimburse eligible expenses incurred between March 13, 2020 and September 30, 2022.

Reporting

The U.S. Department of Education (USED) required states to submit data on the expenditure of their ESSER I, II, and III funds to fulfill federal reporting requirements annually from fiscal year 2020 through fiscal year 2023. The state also collected reports for fiscal years 2024 and 2025.
