LGBTQ2SIA+ Student Success 2021-23 Grants

The Oregon Department of Education’s Office of Equity, Diversity, and Inclusion (OEDI) is pleased to announce the release of the 2022-23 LGBTQ2SIA+ Student Success Program Grants Request for Applications (RFA). 


The LGBTQ2SIA+ Student Success Plan was written to address barriers to educational success for Oregon students who identify as lesbian, gay, bisexual, pansexual, transgender, queer, questioning, two-spirit, intersex, asexual, nonbinary, and the myriad of marginalized gender identities and sexual orientations represented by the (+). This student success plan establishes a framework for creating safe, inclusive and welcoming schools for LGBTQ2SIA+ students. 


The programs and services to be provided under the Grant must implement the Statute passed by the Oregon legislature, and use one or more of the strategies included in the LGBTQ2SIA+ Student Success Plan. The purpose of the Grant program is to provide funds to applicants that document an understanding of the unique needs of LGBTQ2SIA+ students, have the potential to become exemplar programs, and who create collaborative practices relating to strategies outlined in the LGBTQ2SIA+ Student Success Plan. Applicants must demonstrate the outcomes of the grant activities are to benefit and serve LGBTQ2SIA+ students and their families. 


Who is eligible to apply for the Grant Program?

According to ORS 329.847 and OAR 581-017-0753, applicants must be a: 

  • Community-based organization;

  • Culturally specific organization;

  • Early Learning Hub; 

  • Provider of early learning service; 

  • School district; Education service district (ESD), Public charter school; or 

  • Tribal government;  

  • Post-secondary institution of education (colleges and universities); or 

  • A consortium of these entities 


All application materials are available on OregonBuys, under S-58100-00004785. Interested parties will need to submit all completed materials through ODE's Secure File Transfer by December 7, 2022 at 5pm. Instructions for this process are provided in the drop-down menu below.

How to download application materials 

Please review all Request for Application (RFA) materials prior to applying. All materials can be found on the Oregon Buys website, under “File Attachments”. See screenshot below: 


 

How to submit completed application materials

Please submit an electronic version of all application materials (located on OregonBuys) to the Single Point of Contact (SPC), Jeanie Stuntzner, through ODE's Secure File Transfer


Follow the instructions provided on the secure file transfer website. Select Jeanie.stuntzner@ode.oregon.gov from the list on the left and use the "right arrow" to send the file to Jeanie Stuntzner. Be sure to include your email address where appropriate and attach all necessary documents. Multiple files must be compressed (zipped) into a single folder for submission.


Applications are due by 5pm PST Wednesday, December 7, 2022. Only complete Applications submitted by Closing will be evaluated and scored. If you need assistance with the secure file transfer process, contact the Agency's helpdesk at 503-947-5715 or email at ode.helpdesk@ode.state.or.us

Funding Amount

The ODE LGBTQ2SIA+ Student Success Grant Program will award grantees through June 30, 2023 (the remainder of the 2021-23 biennium). ODE may choose to extend or renew the contracts into the 2023-25 biennium. The total funds available for this program are $2,000,000 per biennium.

  • Wednesday, November 23, 2022, 12 p.m. - Question deadline for FAQ document
  • Wednesday, December 7, 2022 - Applications Due by 5 p.m. PST
  • January 11, 2023 - Notice of Award (approximate)
