GDF levels are based on:
- The size of the gasoline tank
- How much gasoline is sold each year (throughput)

The air quality permit and Oregon rules (OAR 340-244) contain the full requirements.
For existing facilities, DEQ uses throughput starting April 1, 2024 to determine GDF levels.
*Facilities with additional regulated activities may still require permits.
