The Boardman Coal Plant is an approximately 550 MW coal-fueled electric generating power plant. The plant was issued a site certificate in 1975, and was constructed and placed into service in 1980. The facility also includes related or supporting facility structures including transmission lines, cooling reservoir (Carty Reservoir), water intake structure, road and rail access, pipelines, and other infrastructure. The plant and most related or supporting facilities are located in Morrow County. The 500 kV transmission line crosses Morrow and Gilliam Counties to connect at the BPA Slatt substation in Gilliam County.
The site certificate has been amended nine times. Amendment 9, approved by EFSC in 2013, authorized the temporary storage and processing of raw biomass at the facility site and the temporary use of torrefied biomass as fuel in test burns at the facility. PGE has completed all biomass test burns at the Boardman coal plant and the torrefaction unit has been removed from site. All torrefied biomass was utilized during the test burn. Raw biomass (e.g., sawdust and wood chips) will be removed from the site in 2018.
