Boardman Coal Plant

The Boardman Coal Plant was an approximately 550 MW coal-fueled electric generating power plant located in Morrow County. The plant was issued a site certificate in 1975, was constructed and placed into service in 1980, and ceased operation on October 15, 2020. Decommissioning of the facility was completed in December 2023.
Under Review/Decommissioned. ​On November 12, 2024, the Department received notification from the certificate holder that all site certificate conditions had been satisfied and requested that the site certificate be terminated; the termination request is provided in the Project Timeline below. The site certificate was issued in 1975, prior to the Council’s adoption of the termination rules in OAR 345-027-0110. Therefore, the Council’s procedural requirements for site certificate termination do not apply; however, the Department is reviewing the termination request and will present its evaluation and recommendations to Council at a future EFSC meeting. 

The coal plant is located in Morrow County. The transmission line is located in both Morrow and Gilliam counties. Online Map​
