Pacificorp (applicant) proposes to construct and operate the Sunrise Solar and Storage Projects (facility), a photovoltaic solar energy generation facility paired with a battery energy storage system (BESS), located in unincorporated Morrow County, Oregon. The proposed facility would consist of solar arrays with up to 800 megawatts (MW) of solar generation and a BESS with up to 800 MW of energy storage capacity, and related or supporting facilities including inverters, transformers, a 34.5 kilovolt (kV) collection system, Operations and Maintenance building, one or more 230 kV generation-tie lines, facility service and access roads, perimeter fencing, and temporary construction areas. The applicant also proposes a new collector substation to step up and interconnect the facility to the future Boardman to Hemingway 500-kV transmission line to be located in Morrow County, northeast of the site boundary. The proposed site boundary encompasses 6,981 acres of privately-owned, exclusive farm use zoned land, northeast of Ione in Morrow County.

Under Review/Proposed. On February 27, 2025, the Oregon Department of Energy (ODOE or Department) received a Notice of Intent to File an Application for a Site Certificate (NOI) for the Sunrise Solar and Storage Projects (facility). 

The Department issued a Public Notice of the NOI and opened a public comment period on the NOI on March 26, 2025. The Public Notice is available in the Project Timeline below.

A Public Informational Meeting was held at the Port of Morrow in Boardman on April 24, 2025 and virtually via webinar. A copy of the presentation and a recording of the Public Meeting are available below:

Comments submitted through the comment portal and copies of public written comments received during the public comment period are available for view on the Siting Docket. On July 8, 2025, the Department issued a Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application. The applicant anticipates submitting a preliminary Application for Site Certificate in Q1 2026. The NOI and Project Order will expire on February 27, 2027, unless an extension is granted by Council.
