On January 23, 2025, the Department received Preliminary Request for Amendment 3 (pRFA3). In pRFA3, the certificate holder requests Council approval to repower 74 wind turbines (replacement of rotors, nacelles and generator; and foundation reinforcement); increase rotor diameter from 253 feet to 318 feet; temporarily disturb approximately 674 acres (roads, collector line, turbine pad, laydown and crane assembly areas) within a proposed micrositing corridor; abandon existing 34.5 kV collector line and install a new underground, 34.5 kV collector line system. pRFA3 also includes a request to the Council to make a balancing determination as allowed under OAR 345-022-0000(2), in order to allow for unavoidable impacts to Category 1 habitat, and includes proposed changes to site certificate conditions. pRFA3 includes an ADR for a Type B Amendment Review. The Department will review the ADR and make a determination. The determination will be posted to the Department's project webpage and a courtesy electronic notification will be issued to notify recipients of the Department's determination and its availability.
On February 6, 2025, a Public Notice of Receipt of the pRFA3 was issued and is available for public review below in the Project Amendment Timeline, along with the pRFA4.
Following Department and agency review, and completeness determination of the pRFA4, the Department will issue a Draft Proposed Order and Public Notice requesting public comment on the amendment request and Draft Proposed Order.
