On May 25, 2025, the Department received the complete Request for Amendment 3 (RFA3). In RFA3, the certificate holder requests Council approval to repower 74 existing wind turbines (replacement of rotors, nacelles and generator; and foundation reinforcement), and increase blade tip height from 389 to 422 feet; temporarily disturb approximately 651 acres within a 1,135 acre RFA3 repower micrositing corridor (roads, collector line, turbine pad, laydown and crane assembly areas, and construction yards) within the previously approved site boundary; abandon existing and install a new underground, 34.5 kV collector line system; and proposed changes to site certificate conditions (see RFA3 Attachment A). RFA3 includes an Amendment Determination Request (ADR) for a Type B Amendment Review. The Department determined that RFA3 justifies the Type B amendment review; the ADR is included in RFA3 Section 1.3 and the Department's Determination is available on the Timeline below.
On May 28, 2025, the Department issued its DPO on RFA3. On the same date, the Department issued Public Notice of the DPO and RFA3 and a 30-day written comment period that closed on June 27, 2025.
On July 2, 2025, the Department issued the Proposed Order; which takes into consideration all comments received on the DPO and certificate holder responses. On the same date, the Department issued Public Notice of the Proposed Order. The Proposed Order and Notice are available on the Timeline below. Council will review the Proposed Order, DPO comments, certificate holder responses, and potentially make its final decision on RFA3 at its July 18, 2025 EFSC Meeting.
