Columbia Ethanol Project is a facility designed to produce up to 44 million gallons of ethanol per year

Operating. On January 28, 2021, the certificate holder submitted an Amendment Determination Request (ADR) requesting a written determination from the Department of whether a site certificate amendment was required to document changes of an organizational restructure and names of the certificate holder and certificate holder owner (from Pacific Ethanol Columbia, LLC and Pacific Ethanol Inc. to Alto Columbia, LLC and Alto Ingredients, Inc, respectively). On June 18, 2021, the Department issued its determination confirming that a site certificate amendment (to transfer) would not be required because the name change and rebranding would not represent a change in ownership of the facility or certificate holder.
