The Obsidian Solar Center is a proposed solar photovoltaic (PV) energy generation facility with a nominal generating capacity of 400 megawatts, located within a site boundary of approximately 3,921 acres. The applicant is requesting EFSC approval for two proposed facility scenarios. One is a solar PV without battery storage (PV only), and the other is solar PV with battery storage [dispersed or centralized] (PV plus storage).

Proposed. The Department received the Notice of Intent to apply for a Site Certificate on January 16, 2018, and issued a public notice on February 7, 2018. The Project Order was issued on May 24, 2018. The Department received the Preliminary Application for Site Certificate (pASC) on September 20, 2018. On September 16, 2019, the Department deemed the application complete and on October 17, 2019, the applicant filed the application for site certificate (ASC) with the Department, the ASC is available below. The public notice of the ASC was issued on October 30, 2019 with information about an informational meeting that was held at North Lake High School on November 14, 2019. The Department is currently working on the Draft Proposed Order (DPO).
