The Obsidian Solar Center is a proposed solar photovoltaic (PV) energy generation facility with a nominal generating capacity of 400 megawatts, located within a site boundary of approximately 3,921 acres. The applicant is requesting EFSC approval for two proposed facility scenarios. One is a solar PV without battery storage (PV only), and the other is solar PV with battery storage [dispersed or centralized] (PV plus storage).

Proposed. Obsidian Solar Center LLC, a wholly owned subsidiary of Obsidian Renewables, LLC (applicant) filed a complete application for site certificate (ASC) with the Department on October 17, 2019. The ASC and additional information to the ASC submitted by the applicant is available below. On March 12, 2020, the Department issued its Draft Proposed Order (DPO) on the ASC and Notice of the Public Hearing on the DPO and opportunity to provide comments, the rescheduled hearing on Tuesday June 23, 2020 is canceled and a rescheduled hearing on the DPO will be held in person in the area of the proposed facility and via webinar on Monday, July 20, 2020, as detailed below.

Written comments must be received by the comment deadline of Monday, Juily 20, 2020 at the close of the public hearing, submitted by mail, email, hand-delivery, or fax to the hearing officer, in care of:
