The Obsidian Solar Center is a proposed solar photovoltaic (PV) energy generation facility with a nominal generating capacity of 400 megawatts, located within a site boundary of approximately 3,921 acres (4.2 sq. miles). The applicant is requesting EFSC approval for two proposed facility scenarios. One is a solar PV without battery storage (PV only), and the other is solar PV with 50 MW of battery storage [dispersed or centralized] (PV plus storage)

Proposed. Obsidian Solar Center LLC, a wholly owned subsidiary of Obsidian Renewables, LLC (applicant) filed a complete application for site certificate (ASC) with the Department on October 17, 2019. The ASC and additional information to the ASC submitted by the applicant is available below. On March 12, 2020, the Department issued its Draft Proposed Order (DPO) on the ASC and Notice of the Public Hearing on the DPO and opportunity to provide comments. The rescheduled Public Hearing was held in person in the area of the proposed facility at the Christmas Valley Community Hall and via webinar on Monday, July 20, 2020. Council reviewed the DPO and comments received at its July and August 2020 meetings. The Department issued the Proposed Order, Notice of Proposed Order and Contested Case Proceeding on October 9, 2020. One petition requesting to participate the contested case was received by the Department by the deadline on November 9, 2020. On February 8, 2021, the Hearing Officer issued its Order on Party Status and Issues. On December 29, 2021 the Hearing Officer issued the Proposed Contested Case Order. It and other documents are available on the timeline below. Parties and Limited Parties may file exceptions and responses to exceptions to the Proposed Contested Case Order. If exceptions are filed, EFSC will review the Proposed Contested Case Order and any exceptions filed at its February 24-25, 2022 meeting.
