Under Review/Operating. On July 12, 2019, the Department received a complete Request for Amendment 11 to the Port Westward Generating Project site certificate (RFA11). RFA11 seeks Council approval to add a 4 to 6 megawatt battery energy storage system to the existing facility, which would be constructed on an approximately 100 feet x 90 feet area within the existing site boundary. The certificate holder proposes to construct the battery energy storage system utilizing either lithium-ion battery or flow battery technology. The certificate holder also proposes several additional modifications to the site certificate that are not specific to the BESS, including administrative corrections to the facility description and modification of conditions related to spill containment, revegetation success criteria, wetland buffers, and wildlife.
The Department is reviewing the RFA under the Type A review process described under OAR 345-027-0351(2). The Department issued its draft proposed order on RFA11 on August 29, 2019, which is available below. A public comment period is now open.
