The facility is a 650-megawatt natural gas-fired electric generating plant consisting of two units. Unit 1 is a base-load power plant consisting of a combustion turbine generator, one heat recovery steam generator, and one steam turbine. Unit 1 began commercial operation in June 2007. Unit 2 is a non-base-load power plant consisting of 12 reciprocating internal combustion engines. Unit 2 began commercial operation in December 2014.
Under Review/Operating. On July 12, 2019, the Department received a complete Request for Amendment 11 to the Port Westward Generating Project site certificate (RFA11). RFA11 seeks Council approval to add a 4 to 6 megawatt battery energy storage system to the existing facility, which would be constructed on an approximately 100 feet x 90 feet area within the existing site boundary. The certificate holder proposes to construct the battery energy storage system utilizing either lithium-ion battery or flow battery technology. The certificate holder also proposes several additional modifications to the site certificate that are not specific to the BESS, including administrative corrections to the facility description and modification of conditions related to spill containment, revegetation success criteria, wetland buffers, and wildlife.
The Department is reviewing the RFA under the Type A review process described under OAR 345-027-0351(2). The Department issued its Draft Proposed Order on RFA11 on August 29, 2019. A public hearing on the Draft Proposed Order was held on September 26, 2019, in Clatskanie, Oregon. An audio recording of the hearing is available on the Council meetings webpage.
The Department issued the Proposed Order and Notice of Proposed Order on October 3, 2019, which are available for review below. On the same day, ODOE issued a Notice of the Opportunity to Request a Contested Case to all persons who commented on the record of the public hearing of the DPO and provided their contact information. Only those individuals or organizations that provided oral comment at the September 26, 2019 public hearing on the DPO or submitted a written comment to ODOE during the comment period of the DPO between August 29, 2019 and the close of the public comment period on September 27, 2019 are eligible to request a contested case proceeding on the Proposed Order.
